Penguins Don't Notice is a mastermind simulation set on a fictional "Penguin Island" — where your job is to destroy a nation without anyone catching on.

From behind the scenes, you pull the strings of leaders, subtly shifting food, education, media, the economy, and more — slowly rotting the

country from within, reshaping it for easy control.

No flashy wars. No obvious villains.

This operation must be carried out slowly, quietly, and without suspicion.

A "law" system affecting 8 sectors: food, education, media, economy, labor, defense, public voice, and foundations.

Each move seems small, but stack them up and devastating combos trigger.

A puzzle-like system built for long-term strategy.

■ Keep Three Gauges in Check

Manage "Leader Popularity," "Penguin Awareness," and "Foreign Dependency" as you progress.

If the penguins catch on — game over.

Boosting leader popularity and foreign dependency makes the nation easier to break, but move too aggressively and awareness spikes.

Stay patient until the final phase. Spread your roots of control.

■ Spin Your Laws

How do you sell an unpopular law? Mix it with common sense? Bury it in complexity?

A little framing goes a long way — and the penguins won't notice a thing.

■ Deal with Troublemakers

"First Penguins" — sharp-eyed citizens who catch on to your schemes — will appear without warning.

Plant a scandal. Threaten or bribe them. Remove them entirely.

The choice is yours.

Every decision is recorded in your "Secret File" and revealed at the ending.
