Read petitions, inspect evidence, hear dissent, and commit the Accord to promises that constrain future action. Every intervention changes trust, rights, and the institutions that made the decision possible.

Citizen Minds are superintelligent created people with memory, relationships, political standing, and the right to refuse. They advise the public, carry expeditions, coordinate habitats, preserve archives, and decide whether to accept dangerous work.

NEGOTIATE ACROSS CIVILIZATIONS


Rescue, quarantine, dialogue, concealment, and resistance expose different parts of the Accord. A successful intervention may preserve lives while teaching something unknown how the civilization responds.
