The Helios Accord is a post-scarcity science-fiction grand strategy game about governing a civilization shared by humans and Citizen Minds. Power is abundant. Legitimacy must be earned.

As impossible signals return from beyond known space, every observation reveals more—and gives something unknown another chance to learn how the Accord communicates, decides, and defends itself.

GOVERN A POST-SCARCITY CIVILIZATION

Set doctrine, allocate attention, spend public mandate, negotiate with other civilizations, and authorize expeditions across a frontier where material abundance has not made difficult choices disappear.

MAKE POLICY IN PUBLIC

Read petitions, inspect evidence, hear dissent, and commit the Accord to promises that constrain future action. Every intervention changes trust, rights, and the institutions that made the decision possible.

SHARE POWER WITH CITIZEN MINDS

Citizen Minds are superintelligent created people with memory, relationships, political standing, and the right to refuse. They advise the public, carry expeditions, coordinate habitats, preserve archives, and decide whether to accept dangerous work.

NEGOTIATE ACROSS CIVILIZATIONS

Rescue, quarantine, dialogue, concealment, and resistance expose different parts of the Accord. A successful intervention may preserve lives while teaching something unknown how the civilization responds.

INVESTIGATE THE IMPOSSIBLE

Trace signals that arrive out of sequence. Audit records that are individually valid and mutually incompatible. Follow routes that leave the known map and return carrying evidence that no one knows how to interpret safely.
