Princess Ninon has spent her entire life as an outcast beneath the sea. Born with the head of a fish and the legs of a human, she is shunned by the very people she longs to belong to. While her fascination with the surface world grows stronger with each passing year, her mother's fear of humans keeps that dream forever out of reach.

Everything changes when Ninon rescues a drowning nobleman named Vivien Bellerose. Determined to see the world above the waves (and the man she cannot forget) she strikes a dangerous bargain with the sea witch Petraea. But as fantasy gives way to reality, Ninon discovers that finding a place where you truly belong may require more than changing who you appear to be.
