Harbor Water is a single-player card-based survival game built around emergency knowledge for flood disasters.

You'll guide one ordinary household as they weigh hard trade-offs against limited supplies through eight rounds of rising floodwater. Whether those resources last until the water recedes comes down to every single card in your hand.
