About This Game

Cee One Vee is a single-player, turn-based strategy game designed to be played on the Game Boy Advance, but that shouldn't stop you from playing it on Steam!

Choose one of 14 civilizations. Found cities. Explore the map. Research technology. Trade with rival leaders or wipe them out. Each turn, move units across the world, decide what your cities should build next, balance taxes and science, keep your people happy, and carry your empire from 4000 BC to the space age.

CLASSIC MECHANICS

Start in 4000 BC and work your way towards an empire. Advance through technology! Win through conquest or take another route entirely.

A standard game begins with one Settlers unit and a lot of unexplored land. Found your first city. Irrigate fields. Lay roads and railroads. Mine hills. Food grows your cities, Shields build things, and Trade is divided between taxes, luxuries and science.

Command 28 unit types, construct 21 city improvements, and race your rivals to complete 21 World Wonders.

Choose Archipelago, Continents or Pangaea, then adjust the temperature, climate and age of the world. There are four starting eras, three game speeds, five difficulty levels from Chieftain to Emperor, and four levels of barbarian trouble from Off to Raging.

TECHNOLOGY AND GOVERNMENT

Research 67 advances from Bronze Working to Fusion Power, then continue into Future Tech. Pick a distant goal and work backwards through its prerequisites. New discoveries unlock units, improvements, Wonders and governments.

Five forms of government are available. If the old system no longer works, start a revolution and choose another!

RIVALS AND VICTORY

Meet up to six rival civilizations. Exchange knowledge. Demand tribute. Offer peace or declare war. Every rival forms an opinion of your rule.

Eliminate every rival. Dominate the world's cities or population. Send a spacecraft all the way to Alpha Centauri. Or build the United Nations and keep the peace long enough to win diplomatically.

Classic, All Victory Conditions and No Time Limit decide which endings are available and whether the game stops in 2050.

BUILT FOR A D-PAD

Every menu and screen was designed from scratch to fit a 240x160 display. The SDL3 desktop build makes allowances for wider aspect ratios and larger screens, but everything is still rooted in that tiny frame and the judicious use of micro fonts.

Everything was designed D-pad first for optimal navigation. The result is a natural fit for Steam Deck without pretending the game was designed around a mouse.

The game includes a fully scored recorded theme for every civilization. All of it fits on the cartridge too.

MODERN ACHIEVEMENTS

All 35 built in achievements are fully integrated with Steam in the Steam build. Some reward a straight victory. Others ask you to win with one city, rule the world before 1000 AD, or raise five World Wonders inside a single city.

CROSS-GENERATIONAL SAVES

The desktop build and the separately available Game Boy Advance ROM read the same save format. Steam Cloud carries your empire between desktop and Steam Deck, or you can manually copy the save to a compatible handheld or emulator of your choice! Saves work across platforms and across the decades.
