„During Early Access, only superpowers will be playable at first, and development will initially remain focused on expanding/improving the superpower experience.

The full version roadmap includes making any country or rebel movement playable, with additional content to make them all interesting to play. Planned content includes more complex systems for diplomacy, trade, internal politics, and warfare (although this game is not focused on conventional wars, and the military features will probably always remain relatively abstract, compared to other historical strategy games). Mod and Workshop support are also planned for the full version. Some of these features may be added during the Early Access period, and I plan to keep adding content after the full release.
