About This Game

Manage the European Union

You're the President of the European Commission and are tasked with leading the Union through its next five-year term. Every quarter you make decisions based on your Personal Mandate, but you're never alone: 27 EU member states have different opinions on almost every subject and it's your job to unite them.

Push your Agendas forward

One of your biggest levers for influencing European politics is the ability to choose which of the seven real EU policy areas you invest more in and which less. Every Agenda progresses every turn, but you can focus on some of them to fulfil your Personal Mandate. Doing so costs you influence, so be careful which Agenda you choose!

An Agenda is not just an abstract category, but primarily consists of laws that you can propose to the Council to pass. Each law is favoured and opposed by certain political groups and national governments. A law can only be passed with a majority. To achieve that, you need to choose carefully which law you open up for debate and potentially make a few side deals with national governments until they agree to your proposals.

Fulfil your Personal Mandate

Each five-year term you play the President of the European Commission. This character comes with their own personality and traits, which will influence what Personal Mandate you can choose. If you do well in this term you may get re-elected. If not, your Reputation will be hurt and you'll play as a new character. Maybe this one will do better than the last?

Deal with National ...

Each country holds its own national elections, and their outcome will directly change the Council. A country, previously against your proposals, might have a different stance on them afterwards - or vice versa of course. A country's economy, stability and view of the EU all have an influence on elections. If you keep good relations with a country, the next government is more likely to consist of pro-EU political parties.

... & European Parliament Elections

After a full term, a new European Parliament is elected. This shows how you influenced the Union in the last five years. Depending on the outcome, you will get a Head- or Tailwind for your Agendas and can therefore move ahead in certain areas more easily than in others. After the election your Personal Mandate is evaluated and, if the Council backs you, you might get re-elected for another term.

Many more features

In world politics you are never alone. While you manage the EU, friendly partners, as well as hostile neighbours, will try to influence you whenever they can. A well-constructed Event system will make sure that every playthrough brings new challenges. And maybe the 27 member states you start with won't be the same as you end the game with?

It is up to you to change Europe's future!
