The seabed pipeline ruptured, causing a large amount of crude oil to leak, gradually staining the city black from the coastline. Secondary disasters displaced many people. Under the joint investigation of Morrison, an officer at Elybrugh Police Department, and his friend Mentha—a lawyer—the cause of the incident seems to point towards St.Anthony's Juvenile Academy—an institution represented by Professor Freeman, a giant in neurosurgery, aimed at addressing increasing juvenile delinquency and psychological issues in society annually.
