What the developers have to say:

Why Early Access?

“" Hell, as a subject for the game concept, is standard and long. We contemplated making a city simulation that no studio has attempted before, and Angel is one of the leading contenders. "

" We know it will be hard and challenging, especially since nobody 'actually' went to the Hell and came back to tell us how it was. Thus, all conceptions were heavily based on the religious account of Hell. We must imagine the cities, the economy, and the social politics that all the citizens and their buildings navigate with each other. Most cities, if not all, simulations are based on population growth. Hell doesn't have that mechanism simply because nobody in their right mind chooses to migrate or move to Hell. One idea that came to us is processing a large influx of souls as the main goal. Souls come in too fast and huge due to sudden major catastrophe events in the human world. Soul in this game becomes the catalyst as labour and 'resources'."

"Considering the sheer complexity of the game lore, mechanism and design. And there is no similar game to learn or make comparisons with. We know it will be a huge mountain to climb. We needed time to learn, design and build this Tartarus of a Game."

"Our team consisted of many proud and perfectionists who wanted to do everything perfectly. But done is better than perfect. We needed the early access setup to enable us to continue refining, toiling toward a game build, we can be that stubborn proud perfectionist."”

Approximately how long will this game be in Early Access?

“"We expect the Early Access to last at least a year."”

How is the full version planned to differ from the Early Access version?

“" Full version will have most major and minor bugs fixed.
The game balance will be stable. "

" Players input will be the core driver for continuous efforts to make this game FUN and EXCITING.
It is in our mind that the players will ultimately decide the longevity and acceptance of this labour. "”

What is the current state of the Early Access version?

“"In this Early Access build, players are expected to get 3 full missions including playability and storyline. Players are able to be immersed in all 3 different stories and playstyle."”

Will the game be priced differently during and after Early Access?

“We will revisit our pricing strategy as we continue developing and enhancing the product.”

How are you planning on involving the Community in your development process?

“" We will be engaged within the community to test play the game before any major updates and fixes are implemented. "”

About This Game

As Hell’s Governor, your task isn’t just building a city—it’s transforming chaos into order in a realm ruled by sin. Here, every decision and every soul counts.

In this city builder, you’ll craft an infernal hell city from the remnants of despair, balancing limited resources while harnessing the power of lost souls. Navigate the dark challenges inspired by the seven deadly sins and confront colossal titans that guard the underworld’s secrets. Each mission dives deep into lore and tests your strategic skills, as every failure paves the way for your resurgence.

Every cycle through the underworld teaches you something new: past mistakes become future strengths, and each new attempt brings you closer to building a legacy that defies eternal damnation. Focusing on immersive storytelling and dynamic gameplay, The HELL challenges you to reshape a realm where every structure tells a story of sin, suffering, and ultimate redemption.

Your dominion spans centuries. Souls arrive from humanity’s most catastrophic moments—from the chilling Fimbulwinter of ancient Nordic legends to the devastating Great Kanto Earthquake of Japan, and disasters ranging from the early 600-700 AD to the 18th century. In this launch, experience seven immersive missions that shape the very fabric of your underworld:

  • Dancing Plates of Kanto, Japan ( 1923 ) [Earthquake]

  • Broken Vein of Krakatoa, Indonesia ( 1883 ) [Volcano Eruption]

  • Witching Hour of Aztec, South America ( 1540 ) [Plague]

  • Stolen Sun of Northern Scandinavia ( 536 ) [Severe Cold]

  • Cracked Lips of Ancient Egypt ( 1200bc ) [Drought]

  • Wet Dream of Ancient Mesopotamia ( 3500bc ) [Flood]

  • Topsy Turvy of __________________ [Time]

Each mission is defined by its unique setting and features a formidable Titan and a narrative intricately tied to one of the seven deadly sins. Every map offers a distinct experience and challenge, ensuring no two missions are alike.

Unlike traditional city builders focused solely on population growth, The HELL challenges you to process these souls into Sinners—the essential workforce that fuels your hell city. As souls burst into your environment through the gaping maw of a Titan, they scatter and converge at a monumental structure known as The Purgatoria. Here, the raw, wandering spirits are queued for transformation, eventually forming the backbone of your infernal labor force. And when disaster strikes, feel the earthquake as the screen shakes, immersing you in the raw power of the underworld.

Before transformation, all souls are held in a designated area known as The Wait. This space is subdivided into three distinct zones—The Wait: Fire, The Wait: Ice, and the Blood Hall—each influencing the eventual form of the souls as they are processed. Here, every soul patiently awaits its fate, adding depth and strategy to your transformation process.

As your domain expands, you will be challenged by the need to enact Decrees—laws that dictate how souls, resources, and infrastructure are managed. Each decree forces you to make choices that can either bolster your power or inflict new challenges upon your realm. Every decision is a double-edged sword, requiring careful consideration as you steer your hell city through cycles of chaos and renewal.

Resource management is key to building a thriving infernal hell city. As Hell’s Governor, you will strategically harness and utilize four primary resources—Blood, Waste, Cries, and Fears—to keep your city functioning and expand your dark domain. These resources are generated through specific buildings, and each serves a unique purpose:

  • Blood: Powers your city, maintaining its infrastructure and ensuring that everything runs smoothly.

  • Waste: The raw material necessary for construction and city development.

  • Cries: Used to nurture the Dreadful Tree, which unlocks new technologies and strategic options to enhance your city’s capabilities.

  • Fears: Required for invoking the power of the Seven Deadly Sins and unlocking new abilities to aid you in managing chaos.

Managing these resources effectively is vital for building your hell city, defending your city, and maintaining order in the face of the titanic forces that threaten to tear everything apart.

Moreover, you can monitor your resource flow—resources from mining and hauling are stored in your warehouse, making them readily available for construction and other operations.

Additionally, souls come in three distinct colors:

  • Blue Souls: These are the calm, obedient souls that satisfy your city's basic needs, patiently waiting to be transformed into Sinners or soldiers.

  • Yellow Souls: These souls are restless and nearly angry, signaling that they are ready to be processed as soon as sufficient space is available.

  • Red Souls: These are volatile and enraged. When fully incensed, they transform into sadists—ruthless entities that will steal resources and eliminate your valuable units.

And in moments of desperation, you may also gain random resources by sacrificing available units, such as Sinners or Soldiers.

Your hell city is never at rest. Dark forces and unpredictable chaos constantly threaten to unravel your domain. To counter these dangers, you can transform your sinners into specialized defenders—think of them as your infernal guardians.

These heroes can protect key buildings, calm unruly energies, and actively fend off emerging threats. Imagine your ordinary souls becoming swift, relentless protectors of your realm, standing as a bulwark against the encroaching darkness. By continually evolving and adapting your defensive strategy, you ensure that your city remains a bastion of order and strength amidst the eternal chaos of Hell.

To counter internal chaos, you can transform idle Sinners into specialized units:

  • Sentries: Act as guardians in your buildings to deter resource-stealing Shallow.

  • Sirens: Soothe agitated souls, reducing internal unrest.

  • Stalkers: Hunt and eliminate both Slitters and Shallows that threaten your order.

Your structures are connected by a unique "blood path"—an infernal network that functions like an electrical grid. This pathway not only channels vital blood to power your hell city and enable advanced upgrades but also speeds up your sinners' movement, ensuring efficient resource management and rapid response to threats. Mastering the building pathway is key to unlocking the full potential of your demonic infrastructure.

Unlock the full potential of your role as Hell’s Governor by activating unique skills tied to the Seven Deadly Sins in the Pandemonium. Each sin grants you a distinct ability that can dramatically influence your strategy and the fate of your hell city. Additionally, use the advanced Dreadful Tree technology to boost your city's performance and unlock valuable upgrades.

Every mission in The HELL culminates in a climactic boss fight, seamlessly integrating high-stakes combat with intricate city management. Experience a reversed chronology that unravels the mystery of Lucifer’s fall from grace, revealing how the corruption of sin reshaped the world. With every battle and every failed experiment, you learn and adapt, turning misfortune into an opportunity for resurgence.

The main feature will be the Titan Choker, the apparatus for controlling the incoming souls in the domain.

You can switch between orthographic and perspective cameras to see your underworld from every angle. This dynamic view makes it easy to appreciate the details of your sprawling hell city and strategize your next move.

Will you rise above the chaos and forge a legacy in the flames of damnation? Or will the relentless tide of souls and the dark allure of sin overwhelm you?

So many souls, the imminent threat of a Titan and a taboo.

The HELL welcomes your miserable soul. Amen.
