After downloading, get the PDF files in the game directory where it is installed.

1 - Go to your library, find the game, and click the second mouse button.
2 - Click on Properties, Local Files
3 - Click on Browse

This will open the game directory and you'll see the DLC_Coloring_Book folder with the content.
