It will depend on the capacity of future agents as well as the opinion of the officers of the Ministry --if they consider that when the transaction stage arrives it is satisfactory it would be conclusive or, otherwhise, it would need more validation stages. However, the Ministry will decide the final validation of the process.»

«Once this process is finished, the first-borns will have the honour to serve the homeland under the Ministry supervision.
