A pre-Dominion civilization that built itself on shared memory — and was lobotomized for it.  Cipher Reeve is the first person in decades capable of hearing what is left. He is not chosen. He is what survived an erasure that should not have been survivable. What that means — for him, for his sister, for a city that has forgotten how to remember — is the spine of the series.
