1. Some resources may not be available on all planets, making it difficult to build or take advantage of certain tech.
2. Shipping via space is prohibitively cost ineffective.
c) When will you receive a response?
1. You need to have a sure thing before you can send your exodus ship, and your people will revolt if you don't do a good enough job maintaining for their needs.“
