The game is early access in order to expand upon some of the starting factions in the game and to get an understanding of what kinds of balancing changes to mechanics players would like, as well as to remove bugs and to add support for modding and localization.

In the final version, it is planned for the starting factions to all have a unique mission tree and to have either a unique ship, a unique faction-specific mechanic, or a unique building line (see the “current state” answer for what the starting factions are like right now). In addition to this, there may be improvements to the graphics, AI, balancing, and general accessibility of the game based on player input. Finally, it is planned for there to be greater support for modding and localization, possibly including an in-game map maker.

At the moment, the game is playable from start to finish and there are no additional major mechanics planned (see "about this game” for a description of some of the already-implemented mechanics). You can play the game as either a starting faction or create your own faction. The starting factions right now are distinguished from each other by their position on the map and by a special "trait" (meaning a modifier, for example "+10% ship speed"). However, the starting factions all have the same mission tree and spacecraft, buildings, and technologies available to them. Additionally, there may be certain mechanics that are somewhat unbalanced or warrant expanding upon, or bugs that need to be fixed.

If all of the starting factions are finished in the manner described above (given a unique mission trees and a mechanic,ship, or building), if gameplay changes have been made based on player feedback that were well received, and if the game is in a very stable state without any significant bugs or issues, then the price will increase by an amount less than or equal to 30% at the end of early access. If one or more of these things was not accomplished within a reasonable time frame, then the price will not change after early access.
