The developers describe the content like this:

The story in our game is almost a satyre of imperialism/colonialism - and propaganda that usually goes with it. The player follows the order of a tyrannical regime, without knowing this regime is indeed tyrannical. The player will be sent to many different planets to "pacify" them - which is a polite way of saying "eradicating all lifeforms" - in order to make it ready for the next colony of Humans.
