Rewind 99: It's 1999 and you own the last video rental store in Reshoot Springs. Stock the shelves, hire staff with their own agenda, and customize your store. Then step outside, because the store was only ever the front door - an open-world town, side hustles nobody would call legal, and more going on under the surface than the new releases wall suggests.

One of these is relaxing. The other is a business slowly getting away from you. Both are, fundamentally, about shelves.
