I would certainly recommend it to HoG and P&C fans, even with the small downsides. Just don't expect a lot of Hidden Object scenes.

You won't learn a new language with it, but if you have the basics, it will help you expand and retain basic vocabulary in a fun, interactive way.

Don't go into it considering it a city building game - it's a puzzle/strategy game, and a great one at that. The city building aspect is just an extra.
