Fixed a small issue with Exam achievements + Fixed ending personality achievements no displaying

This is an emergency hotfix patch

• Fixed an issue where the tower’s attack range display was not updated after using the “Attack Range” attribute card

• Increased the gold cost for drawing function cards

• Added a bloom effect toggle in the Settings menu

• Fixed a lag issue caused by the Rail Tower when using certain function cards in-game

A few more small but important changes:

-> Spike Wheels in the Ice Area are now rotating properly in Online Coop
-> Meteorites in the Vulcano Area are now spawning a bit slower
-> Skin Unlocked UI now stays active a bit longer
