The Civilization 6 Culture Victory is not a simple one. At least not on the surface. There's been a great deal of confusion how exactly it works right from the get go with Civ 6 - in fact even with Civ 5 it was something developer Firaxis had to wrestle with.
Thanks to some good old fashioned mathematics from the community however, there is now, at last, enough information to put together a proper guide on how to win the Culture Victory, how to earn Foreign and Domestic Tourists, plus explaining how Tourism works, and how Culture affects it.
We've assembled this guide based on a combination of in-game info, our own testing, and conversations we've held with Firaxis confirming some of the details. It's also worth noting the work done by the community, particularly CivFanatics forum user Victoria, found here. You can also find any of the formula mentioned in the game's .exe files - although we recommend you don't go fiddling around in there unless you know what you're doing!
Civilization 6's Religious Victory is an all-new win condition in the Civ series, but thanks to some smart, simple implementation, feels like it's been here the whole time.
Religion functions in largely the same way as previous Civ games - cities and units can exert pressure to convert others nearby, and many Beliefs are shared by all who follow that Religion, rather than just the founding Civ. However, the Religious Victory condition is of course completely novel, and as such we'll be explaining how to spread the holy word far and wide, below.

Just about any civilization can benefit from a strong Science income, regardless of your target victory condition, and so maintaining that income is one of the most important things you can do to secure yourself a healthy late game.

Something to grips with upfront is Civilization 6's Districts - a new feature to the series - to aid both short-term decisions and longer-term city planning.
The concept of districts can be best described as 'cities unstacked'; where in previous Civilization games all buildings and world wonders were built within a city, which occupied a single hex tile on the map, districts instead offer the visual representation of cities growing in size and sprawling across your territory to occupy multiple tiles.
Just as Civilization V unstacked units for clarity and fairness, Civilization 6 unstacks cities for flexibility and empowerment. Let's delve into how they work and how to make the most of them.
Civilization 6's Governments and Policies are an entirely new addition to the Civ series, bringing with them a new level of control over the type of civilization you hope to run.
Unlocked by progressing through the all-new Civics Tree, which is done by earning Culture - much the same as Tech Tree advances come from earning Science - Governments each grant a unique Inherent Bonus and Legacy Bonus, a selection of slots for Policy cards, and points towards city-state-wooing Envoys. Policies will comes from the same method of Civic Tree progression, with each one offering various benefits to your yields, units, Production and more.
Careful management of your Government choice and Policy unlocks, then, is crucial for an efficient playthrough, particularly if you have a specific victory condition - such as a Scientific, Military, or Religious Victory - in mind.
Civilization's Science victories have become the most popular of any, likely because of, firstly, the frightfully compulsive feeling gained from progressing along that tech tree, and also the wonderfully predictive nature of those last few steps towards the looming world of Future Tech.
In Civilization 6, the Scientific victory functions in largely the same way as before. You must still get to almost the end of the Technology tree, and still assemble multiple components for space travel, albeit with the caveat that, this time, your final destination is the colonisation of Mars.
