This patch is early today so that it can be tested with tons of people. It completely changes how the networking sends packets in the hopes of significantly boosting performance with many players, so the results of this test will determine how further networking optimizations proceed. If it goes poorly the game will be reverted to 3.9.9.5 and these notes will be deleted.

Since there were quite a few bugs needed fixing the 1st/3rd only option will be added once 3rd person has been thoroughly tested.
It seems that the "no damage" issues on the server should be fixed, but report it if you find that still happening.
