Previous updates have seen us release lots of new content for Rebel Inc. However in this update, we wanted to take a moment to tackle some improvements we’ve been wanting to get to for a while.
So here it is, The Spring Cleaning Update! With a huge number of bugs fixed, balance tweaks and a whole bunch of feature improvements.

Game
Zones are less likely to be picked for zone actions if Insurgents are adjacent, the impact of this has now been lessened for the HQ zone
Charity decision now always appears between 30-60 turns after the initiative has been purchased
Rebalanced VS Multiplayer mode Region income bonuses (Steam only)
In the Peace Deal decision, the chance for Support Level to catastrophically fall now only appears after the third time the "Threaten" option is selected, or if Support Level is really low
Initiatives
Slightly reduced the Inflation caused when purchasing Jobs Initiatives
Reduced the cost of Electricity Initiatives
Increased the boost Electricity Initiatives give to future zone action rollout speed

New Concerns should now appear less frequently, rewarding players that are able to satisfy them early
Decreased the average number of Initiatives required to satisfy a local Concern

If there are no stable Zones, Initiative rollouts will now heavily prioritize building in your most stable Zone

Martial Law now sets your reputation to 16 instead of 8

The cost of Tank Commander's Initiatives has been reduced slightly for Brutal and Mega Brutal
Warlord
Warlord has a longer delay before losing reputation to lack of Stability
Increased the strength of the Warlord's National Soldiers
Decreased the rate at which the Warlords National Soldiers become restless

Wealthy Exile has a much stronger effect
Opium Trail
Significantly increased the time required before Poppy Fields fields in Remote zones give an increase to Insurgent Capability

Sleeper cells should now always trigger if Insurgents control 3 or fewer zones, with the spawn probability trailing off as before when controlling more zones

Co-Op
Fixed issue where Co-Op menu buttons would stop working
Known Issues
We are actively looking for information on these very rare issues which we can’t reproduce, let us know if you encounter any - give us as much information as you can!
Soldiers continue to be stuck in an endless fight even when Insurgents have been killed or "Ghost Insurgents" as it's become known. We have been unable to find reliable steps to reproduce this issue, and we are also keen to know if the issue still persists after the additional fixes included in this update
When playing Co-Op multiplayer, the game can break on the Governor/Region select screens
Some decisions are not reappearing when saving and loading the game while they are on the map
Very rarely, airstrikes sometimes don't work, especially in multiplayer VS
Developer Notes
Insurgents can be killed without fully surrounding them if your soldiers' combat strength is high enough. This is an intended feature of the combat system.
The 'Pure Minds' Map Feature has multiple issues and will not be re-introduced to the game
We have no current plans to bring Ultra Mega Brutal to private matches in VS

Players have been making all kinds of fascinating, challenging, unique and amazing Custom Scenarios for a while now and we wanted to feature some of the most popular ones!
"The insurgents are attacking once again. However, all the other governors went on vacation, leaving only the Garrison Commander left to fend them off."
A fun and inventive scenario where you really can use Garrisons to solve every problem!
"The Coalition supported the war as much as they could. The opposing forces were destroyed, their support base collapsed, until the Guerrilla forces rose up and took power for themselves. Now, it seems the government is left to fend for itself, all its foreign allies have abandoned it--but its foreign enemies, have not."
An interesting narrative and tricky to complete, with limited options at your disposal!
"The war has lasted for 3 years now, the enemy isn't backing down and so aren't you. However, the battle has evolved into a war of attrition and many people aren't happy with this. You need to convince people that the war will end soon. Are you up for the job?"
Not one, but eight scenarios! In this series, break the stalemate between the Operation and the Insurgents with advanced military tactics.
"Does causal feel like mega brutal to you? Does it feel impossible? Well this scenario fixes everything! corruption is removed, inflation is removed, you gain $60 per month, etc. I playtested this and got 5 out of 5 stars very easy. I bet a baby could win this!"
Sometimes, we all need an easy win and this gives us a chance.
"Deep in the arid flats lies the treasure of the modern world, petroleum. Oil derricks litter the outskirts of the region and are heavily contested for their valuable resources."

Hell's Highway
Vital convoys are headed towards the soon-to-be-completed Azure Dam carrying supplies and machinery. But first, they have to navigate Hell's Highway and the Insurgents know they are coming...
Defend convoys from those damned(!) Insurgent attacks as they travel through the region.
Immortal Fortress
Insurgents have established a base of operations in an ancient mountain fortress. The structure offers a formidable defence against military intervention; the Insurgents will not let it fall easily.
Break through the Insurgent fortifications and gain control of the fortress to secure the Region.
Desolate Fields
After decades of civil war, the once tranquil Saffron Plains have fallen to the Insurgency. The thriving saffron trade has died out, and the population has turned to your Operation to save the Region from the brink of collapse.
A fast and effective response will be required to save this Region before it's too late.

A mega-corporation has secured all construction contracts in the region. The Board of Directors refuses to allow the unsupervised roll out of civilian initiatives so multiple Experts must be deployed to roll out Initiatives directly.
Balance Experts, Hostility and Corruption to stabilise the Region zone by zone.
Embassy Evacuation
Insurgents are launching a huge attack to kidnap negotiators and disrupt the fragile peace process. Strategically evacuate your embassies before the insurgents reach them and hold out against relentless assault waves until the peace deal can be signed.
Dark Tunnels
A large and well-established network of interconnected Tunnels has been identified in this Region, allowing the Insurgency to attack or flee through Zones across the map. Bunker Buster missiles have been authorised to assist in stabilising the Region.
Careful strategic management of military resources will be required to suppress the insurgency here.
