OPERATOR END USER LICENCE AGREEMENT
Vector Interactive Pty Ltd (ABN 87 678 525 034)
Effective date: 6 November 2026
1. ABOUT THIS AGREEMENT
This End User Licence Agreement ("Agreement") is between you and Vector Interactive Pty Ltd (ABN 87 678 525 034) ("Vector Interactive", "we", "us"). It sets out the terms on which you may use OPERATOR, including its software, content, updates and online features (the "Game").
By installing, accessing or playing the Game, you agree to this Agreement. If you don't agree, don't install or use the Game.
If you got the Game through a platform such as Steam, that platform's terms also apply. The platform's terms govern your purchase, refunds and account. This Agreement governs your use of the Game.
If you are under 18, a parent or guardian must agree to this Agreement on your behalf.
2. YOUR LICENCE
The Game is licensed to you, not sold. Subject to this Agreement, we give you a personal, limited, non-exclusive, non-transferable, revocable licence to install and play the Game for your own non-commercial entertainment.
You may also:
- make mods for the Game and share them for free, under section 4 and the OPERATOR Mod Policy
- stream, record and share videos and screenshots of your gameplay, including on monetised channels such as YouTube or Twitch
All rights not expressly given to you in this Agreement are reserved by Vector Interactive.
3. RESTRICTIONS
Except as allowed by this Agreement, the OPERATOR Mod Policy, or any law that can't be excluded by agreement, you must not:
1. copy, sell, rent, lend, sublicense or distribute the Game or any part of it
2. use the Game, or any mod or content based on it, for commercial purposes, including selling, paywalling or charging for access to mods
3. decompile, disassemble or reverse engineer the Game, except to the limited extent needed to make mods under section 4
4. modify, patch or inject code into the Game for any purpose other than making a mod that follows section 4
5. bypass, disable or interfere with any anti-cheat, encryption, licence check or other technical protection in the Game
6. create, use or distribute cheats, bots, trainers, exploits or any software that gives an unfair advantage in online play
7. use the OPERATOR name, logos or artwork in a way that suggests you are, or are endorsed by, Vector Interactive
8. use the Game in breach of any law
4. MODS AND USER CONTENT
You may make and share mods for the Game, as long as you follow the OPERATOR Mod Policy, which forms part of this Agreement. You can read the Mod Policy at:
https://vectorinteractive.com/operator/mod-policy/
In particular:
- mods must be free for everyone, with no paywalls, paid tiers or early access
- voluntary tips or donations are allowed only as the Mod Policy describes
- mods must be clearly labelled as unofficial and must not suggest they are made or endorsed by Vector Interactive
You keep ownership of original content you create. You give Vector Interactive a free, worldwide, non-exclusive licence to use, display and share screenshots, videos and descriptions of your publicly shared mods, for example to feature them in our community channels. We will credit you where practical.
We may ask you to change or remove a mod that breaks this Agreement or the Mod Policy, and may ask platforms hosting it to remove it.
5. ONLINE PLAY AND CONDUCT
When you play online, you must not:
- cheat, exploit bugs for advantage, or use unauthorised software
- harass, threaten or abuse other players, or post hateful, sexually explicit or illegal content
- impersonate Vector Interactive staff or other players
- disrupt servers or other players' games, including through denial-of-service attacks
We may suspend or ban accounts, remove players from matches, or restrict access to online features if we reasonably believe you've broken this section.
Online play uses Steam's networking services and sessions hosted by players. We don't run official dedicated servers, so online play depends on Steam being available and on the player hosting each session. We aren't responsible for outages or problems with Steam's services or with sessions hosted by other players. We may change, suspend or remove online features, but will try to give reasonable notice before permanently removing online play.
6. OWNERSHIP, UPDATES AND PRIVACY
Vector Interactive owns the Game and all rights in it, including its code, artwork, models, audio, text, the OPERATOR name and logos. Nothing in this Agreement transfers ownership of any of these to you.
We may release updates, patches and changes to the Game. Some may be required to keep playing, especially online. Updates can add, change or remove features or content, and may stop mods from working.
We collect only the personal information we need. Steam handles your account, purchases and multiplayer connections under Valve's own privacy policy. If we ban a player, we keep their Steam ID and the reason for the ban so we can enforce it. If you contact us by email or through our community channels, we use your details only to respond to you. You can ask us what information we hold about you at:
support@vectorinteractive.com
7. TERMINATION
This Agreement lasts until it ends under this section. You can end it at any time by uninstalling the Game and deleting all copies.
We may end or suspend your licence if you seriously or repeatedly break this Agreement. Where reasonable, we'll tell you about the breach first and give you a chance to fix it.
If this Agreement ends, you must stop using the Game. Sections 3, 4 (our licence to your content), 6, 8 and 9 continue to apply after it ends.
8. CONSUMER RIGHTS AND LIABILITY
Our goods and services come with guarantees that cannot be excluded under the Australian Consumer Law. Nothing in this Agreement excludes, restricts or changes any right you have under the Australian Consumer Law or other consumer laws that apply to you and can't be excluded. If you live outside Australia, your local consumer laws may give you further rights.
To the extent the law allows:
- the Game is provided "as is", and we don't promise it will be error-free or always available
- we are not liable for indirect or consequential loss, or for loss caused by mods, third-party software or services we don't control
- our total liability to you for any other claim is limited to the amount you paid for the Game
9. GENERAL
Governing law. This Agreement is governed by the laws of New South Wales, Australia. You and we submit to the courts of New South Wales and the Commonwealth of Australia, without affecting any right you have under your local consumer laws to bring a claim where you live.
Changes. We may update this Agreement, for example to reflect changes to the Game or the law. We'll post the updated version with its effective date and, for significant changes, notify you in the Game or on our store page. If you keep playing after a change takes effect, you accept the updated Agreement.
Severability. If any part of this Agreement is invalid or unenforceable, the rest still applies.
Whole agreement. This Agreement and the OPERATOR Mod Policy, together with any platform terms in section 1, are the whole agreement between you and us about the Game.
