\n\t\t\t\t\n\t\t\t\t\tI tried. I really tried. This game has promise, and it's fun to play early on, but by the time you get to the third tier, it's just ridiculous. In any other game, you have to level up to keep up with the enemy. In this one, you level up, and the enemy levels up 3 times higher. You have all the "recommended" stats, a level three ship, with a full level 3 crew, and you try a level 3 adventure, and they wipe out half of your crew in an attack that there is no defense against. Not just sometimes. Always, as soon as you reach this level. Your options are "defend 4-9 crew" and their attack is "destroy 24-39 crew." Meanwhile, the upkeep for your crew is ridiculous. You have three distilleries working full time, in close proximity running efficiently, and they aren't making enough booze. And then your crew starts getting killed off, and you can man your ships without shutting down production. I give up. I like the mechanics, but I'm not really interested in beating my head against a game. If I want to die over and over again, I'll play Super Mario.\t\t\t\t\t\n\t\t\t\t

I think the pirate theming is pretty well done, there is a lot of attention to detail in the buildings and animations, and the idea of building up your own pirate haven on an abandoned island is very interesting in theory.
I can't really recommend it personally though because I found the progression to be very clunky and unsatisfying, and the "gameplay" portion of the game (the dice game) gets very annoying and repetitive quick. Progression is mostly done through deeds, which are specific requirements you must fulfill in one of four categories. Each of those fulfilled grants you one "skill point" to spend in its' respective category. That sounds neat because it allows you to specialize more, but the requirements turn very high very quick, which means you need to grind, which means you need to drive out your ship(s) and do more of the dice mini game, which you need to play for every single event.
The dice minigame isn't too annoying at first, but it just turns so repetitive even two or three hours in. Enemy attacks one of your stats? Defend against that stat. Enemy doesn't attack? Attack whichever stat you need or play whatever card grants progress. Occasionally, you need to refill supplies with support cards, and sometimes it might make more sense to play a higher-cost card for extra treasure or progress, but the decisions you can make are pretty narrow and if your stats aren't high enough, then even smart playing won't let you win because you can't make enough progress in whatever category is required, which then means you have to go back and grind on weaker events with the same dice mini game again.
If the dice game was just one of several mini games and there was a more active combat portion, I might like the game more, but as it stands, I just couldn't be bothered to grind yet more events because I needed a better ship which I can't unlock until I do more deeds, which I can't do because I either need more money to complete them (from events) or need to complete events themselves for progress. The core gameplay loop is heavily flawed in my opinion and takes away from the actually satisfying building up of your island.
Even that has a few problems, like the fact you need multiple pirate hubs across the island which then need their own supply chains instead of allowing you to have a centralized supply distribution. It gets annoying, but there are ways to optimize that, so it's not too bad. The bigger your island gets, though, the more "cluttered" that system becomes, which may be a good or bad thing depending on your gameplay preferences.
Overall, while the visual and thematic style of the game is very cool, I just don't mesh with the minute-to-minute gameplay of the dice game and the deed grinding gets annoying very quickly which often stalls your progress. The game is also very expensive for what it is. \n\t\t\t\t\n\t\t\t\t\tOne of the most unique city builders I've ever played, with the cliff building system creating so many unique scenarios to use elevators, ziplines, cliff paths, bridges, aerial lifts, etc, that it honestly starts to feel like you're setting up parkour courses for your transporters. And that's only half the game, supported by some fantastical pirate adventures on the high seas, still using resource management as the central mechanic (don't worry for those of you who aren't good at RTS games, this part of the game is turn-based, and leans hard into temple-raiding and surviving the dangers of the sea rather than outright warfare). Even IF this game was a 5/10, I'd still recommend it for the sheer novelty of its systems, but the fact it does them so well that it makes the concept look easy, it's easily a 9/10 for me. Really, the only thing I could ask for is more randomization on uncharted mode world maps, and more harsh/interesting base events that play with the cohesion meter.\t\t\t\t\t\n\t\t\t\t

But right now... it's difficult to get properly rolling in this game and it needs more polish. There's some game-breaking bugs (for example: I attacked a prison ship and the game indicated I got 50 drifters out of it; I take them back home and make preparations... and development on my island locks up... I reload the game... and those 50 drifters turn out to have never existed).
There are bugs in this game that needs to be found and squashed. And I feel like there should be recurring/respawning encounters and objectives to challenge. Perhaps some Deeds should be tied to doing a number of encounters of a certain level. Naturally, the further out from the haven you go, the higher the level of the encounters goes.
Right now, I feel this game can get you soft-locked too easily as you run out of drifters to collect from the seas. And if you run out of drifters, there goes the growth of your haven.

The progression in the later game almost forces you to completely rebuild your island and makes previous buildings useless. It's strange for a city builder to have no upgrade function for buildings. Actually the entire building feels a little strange. Basically you build a pirate hub that only covers maybe 10% of the island and takes whatever resources are required for the population of that area. You would think this hub stores those resources but no, you have to build separate taverns, dining facilities, and warehouses for the hub to consume and store the resources. It would make more sense for homes to consume the resources.
There's 2 parts of this game: City building, and quests. You build your island up to support ships that you send on quests. The quests have some story element and its basically "pick from these 4-5 cards to respond to the enemy" and its a stats roll. They are cool at first but get old quickly.

\n\t\t\t\t\n\t\t\t\t\tFirst off, you have to get rid of the idea of grand ship battles. This is a game of logistics, making sure each of your camps on your island has the right resources. When you set your ships off to raid ports and battle the crown, it's still about balancing resources, making sure you have enough supplies to take actions to avoid taking damage to your ship or crew. There isn't really that much action for a pirate game.
Are you cool with that? Good.
This is a really fun, very atmospheric citybuilder. It has flavour in spades, and if you let yourself get swept along by it then it's an enjoyable romp. You have multiple ways to solve any issue - for example, food can come from dozens of simple soup kitchens, or you can find space to herd pigs for stew, or make heartier fish soup. The decisions aren't super important, but the fact they're there at all and aren't just "need food, build more food producers" adds the slightest amount of depth needed to make this a fun experience.

That being said the 'combat' is so incredibly boring and unengaging, I couldn't get past it. seemed like such a lack of effort for me I couldn't even bring myself to to play any further. You couldn't even animate the cannons firing? Or a dude swinging on a rope or something for boarding? you just click on a thing and a number goes up or down, all while the two ships float up and down on a 2D idle animation. maybe one day I'll go back and try again.\t\t\t\t\t\n\t\t\t\t

Corsair Cove has the single best idea I have seen in a city builder in years. There is nowhere flat on your island, so you build up the cliffs, and the game inverts the usual cost model to make that interesting: the buildings are nearly free, and the CONNECTIONS are the expense. A zipline is 20 gold. A lift is 50. An aerial lift is 300. So the real question is never "can I afford this warehouse", it is "is reaching that ledge worth three hundred gold". That is a genuinely new problem, I have not seen another game pose it, and for about ten hours I was completely sold.
The trouble is what all that production is actually for. Trade pays almost nothing, and a few of the goods your pirates need cannot be produced on the island at all. The economy never closes, so the colony stops being a city and turns into a supply depot for your fleet.
Which pushes you out to sea, and that is the weaker half. One gun tower wins every island defence on its own. Ship combat is a card and dice system I was never able to understand, with no deck building to give it any progression.
Buy it if you want a pirate adventure with a clever base attached. There is a lot of it and it is fun. Skip it if you came for the city builder the vertical island promises, because you will get ten to twenty hours before it starts repeating, and you will spend most of them somewhere you did not want to be.

The game pushes you to build and maintain all 4 ship types but instead of making it rewarding, it just layers on more and more complexity.
Events get buggier as you progress. A level 3 blue event can’t be completed with a fully staffed level 4 blue ship but a half-staffed level 3 green ship clears it easily.
The economy, especially supply chain numbers make no sense. Ratios feel random, and pirate worker scaling is all over the place. Early on you’re starved for pirates; after ship level 2 you suddenly get 80–110 pirates per trip when you already have 300+ pirates just sitting around doing nothing but eating resources.
The card-based combat is simply horrible. The whole system feels poorly thought out and sometimes you aren’t even offered the right card even with the correct ship, leaving you stuck in combat with no options.
Verdict:
There’s a really cool game underneath all this but the economy, events and combat need patches or a serious rethink.

Five patches and a month later, most of these issues have been resolved. The combat is still card-based but you now receive the correct cards for the correct ships. The developers have also rebalanced worker scaling and supply-chain ratios, making it possible to actually plan an entire ship’s supply chain in place instead of having to transport some of the necessary materials from the other side of the island. The automatic event resolution is also awesome. Changing my review to Recommended.

I’ve spent 52 hours in the game so far, and for now I’ve only played through the storyline on “Skull Island.” I lost twice near the beginning, but on my third attempt I finally made it all the way to the end.
This game really hooked me. I started playing on Saturday afternoon and didn’t stop until around 8 AM on Sunday. I probably could have played even longer, but eventually I had to go to bed before my wife woke up and caught me still playing. That would have been painful… and probably something I’d have to hear about for the rest of my life.
The good stuff
The graphics are great, the building designs are really nice, and the atmosphere, music and sound effects are fantastic. At its best, the atmosphere honestly reminds me of Pirates of the Caribbean. You can really feel that sense of adventure and piracy throughout the game.
There are also a lot of fun and interesting events, and despite the game being relatively new, I barely encountered any bugs.
I only noticed two:
The first is related to large ships. In island ports, they can sometimes clip into cliffs and buildings. During island defense, they can also pass through cliff textures if you order them to defend an area too close to the shore.
The second happens during the final assault on the Crown's fort. The city itself seems to lift slightly into the air and shift toward the Golden City. Funny to see, but nothing serious.
Other than that, I didn't run into anything critical.
I also want to give credit to the developers. They’re doing a great job, and it genuinely feels like they read the reviews and actually try to fix and improve the game. That really wins me over.
I’ve already added the second game to my wishlist. Well… technically it isn't on Steam yet because it hasn't even been announced, but I’m definitely writing it down in my letter to Santa.
Suggestions
I don't really have any major complaints. Most of what follows are just ideas that I think could make the game even better.
Warehouses
Warehouses are great, but I’d love to see them hold more goods, maybe up to four types. Another option would be to have smaller warehouses for normal logistics and one large warehouse for storing excess resources.
There are quite a lot of warehouses on the island, and since they all look the same, they can make the island feel repetitive and cluttered.
Late-game island design
As you unlock more buildings, it becomes harder to integrate them into the existing island without ruining the look of your old settlements.
Once everything is built almost wall-to-wall, rebuilding the center becomes very difficult, and you don't really want to demolish half your island just to make room.
I'd love some kind of way to rebuild an area without stressing out the pirates. Maybe a second small island could act as a backup settlement, or we could send pirates on vacation while rebuilding.
Or maybe we could anger the Mermaid Queen enough for her to send a tsunami and wipe the island clean.
I'm only half joking.
I eventually had to build in other areas, but then the old camps sometimes caused logistics problems because they still needed certain goods.
More building variety
I'd also love more visual variety for buildings that we need to build many times.
For example, the Cartographer gives +5% ship speed, up to 100%, meaning you need 20 identical buildings. I'd much rather have one building that can be upgraded with money, perhaps up to +25%.
Then you'd need four instead of twenty, and the island would look much cleaner.
Special buildings should feel special and unique. If everything is a superhero, then nobody is a superhero.
More visual events
The island could also use more visual events. When pirates riot, you mostly just hear it if you zoom in. It would be much more atmospheric to actually see what's happening.
Imagine Juan drinking so much rum that he accidentally blows up the brewery. You could see the explosion, smoke and chaos, then repair the building and decide what to do with Juan.
Small events like that would make the island feel much more alive.
I'd also love a proper night cycle. Seeing the island lit by lanterns and campfires while the ocean reflects the stars would look amazing.
Combat
I'd like the combat to be more engaging. I played on Medium, and against enemies around my level or below, I basically didn't have to think. I just clicked through everything as quickly as possible.
Stronger enemies were more challenging, but overall the combat still felt repetitive.
I'd love a system that requires more decision-making. Hell, replace it with Gwent.
I'm kidding… mostly.

The atmosphere gets surprisingly close to Pirates of the Caribbean, but I think it could use a little more darkness and drama.
Nothing too grim, just some contrast. When Reaper's Gaze is nearby, for example, you could have an ominous green fog around the area. During a storm, there could be rain, lightning and thunder effects in that zone.
Small touches like these could make the world feel even more alive.
The story
The game has a lot of interesting story ideas, but some of them feel like they could have been explored more deeply.
The Golden City, the Mermaid Queen and the conflict with the Crown all have great potential. I'd love future expansions with much deeper stories, more cinematics and perhaps 20 hours of gameplay for each major storyline.
The main story about overthrowing the government wasn't bad, but it felt a little too easy. The Crown never really feels like a government actively trying to stop you. Apart from attacking the island, they don't seem to take much territory back.
It would be interesting if the Crown could retake liberated territories. For example, a tribe could surrender to Crown pressure, and if you don't help them, they return to Crown control.
A “Crown Influence” meter could make this even better. The higher their influence, the more dangerous the waters become, the more often your island is attacked, and the harder it is to hold your territories.
That would create a real sense of resistance. You'd need to expand your island, increase production, strengthen your economy and military, and use those resources to push the Crown back.
That would make the conflict feel like an actual struggle instead of just a series of attacks.

\n\t\t\t\t\n\t\t\t\t\tI bought this game because of it's original take on city building and the fantastic looking graphics & animations. I was really excited at first, but after playing through the tutorial, I felt some things weren't explained very well and parts of it seemed dumb or boring and so I let it collect dust for a few days, unsure if I would ever pick it up again.
Fortunately, I came across a YT video that de-mystified the parts I didn't understand, and all of a sudden the game opened up to me and I've barely been able to play anything else since. It is far deeper than my first impression realized. Once the secret of how warehouses and Fetchers work, setting up longer chains went from a big PITA to a fun challenge. In fact it's probably the most important skill to have in the game, so it's a shame the tutorial glosses over it (or did until the most recent patch).
Ultimately, the goal is to have a colony capable of building and crewing increasingly advanced ships of war, four different types and six different classes of each, with eight sub-variants. Each looks dramatically different which can lead to a very diverse looking fleet.
The production chains you're working on essentially boil down to: producing various food items for different classes of workers and crewmembers, producing various construction materials for buildings, and producing various more intermediate materials for constructing ships.
Each production chain has no more than three raw inputs so they never get too complex, but there are many different chains to set up, each requiring their own specialized buildings, which provides ample opportunity for a very diverse, eclectic-looking colony with lots of different things happening at once.
The animations are very diverse and interesting to watch. They change depending on the overall mood of the colony, which can degrade if their needs aren't being met.
There is a free camera that really lets you get down into the weeds, I'm so impressed at how closely you can zoom into the action and get almost a first-person perspective of your bustling colony. It's really fun to zoom and pan the free camera from ground level through all of your winding pathways, observing a beautifully crafted diversity of piratey happenings.
Another cool mechanic is that you only need to feed inhabitants once they've been assigned jobs, allowing you to hoard "drifters" (inhabitants with no assigned function) so that you always have a pool from which to crew your ships & new buildings without worrying how many resources they're consuming while they wait. You only need to provide food for people you're actually using, without needing to turn new arrivals away. You never have the dilemma of wondering whether you should accept the new arrivals. You do have to house them and maybe you don't want to do that so that would possibly be a reason to reject them, but just suck it up and slap down a house for them, no biggie.
Once you've got a ship built and a crew assigned, it's time to head out and explore. The default island allows you to have as many as six ships at once. Everything you encounter leads to an "Event" which is basically a quick little turn-based card game with fantastic, slightly-animated background art, which as others have mentioned can get a little same-y. Fortunately a recent patch allows you to breeze through these sections if you're not into it, relying on your ship & crew's stats to carry you through while you just enjoy the narration and art of the event.

They make it easy to make new connections without tearing down old ones, so if you're the type of person who played Satisfactory and actually enjoyed making your factory look like spaghetti, this is the game for you!

\n\n\t\t\t\tFortunately, I came across a YT video that de-mystified the parts I didn't understand, and all of a sudden the game opened up to me and I've barely been able to play anything else since. It is far deeper than my first impression realized. Once the secret of how warehouses and Fetchers work, setting up longer chains went from a big PITA to a fun challenge. In fact it's probably the most important skill to have in the game, so it's a shame the tutorial glosses over it (or did until the most recent patch).
Ultimately, the goal is to have a colony capable of building and crewing increasingly advanced ships of war, four different types and six different classes of each, with eight sub-variants. Each looks dramatically different which can lead to a very diverse looking fleet.
The production chains you're working on essentially boil down to: producing various food items for different classes of workers and crewmembers, producing various construction materials for buildings, and producing various more intermediate materials for constructing ships.
Each production chain has no more than three raw inputs so they never get too complex, but there are many different chains to set up, each requiring their own specialized buildings, which provides ample opportunity for a very diverse, eclectic-looking colony with lots of different things happening at once.
The animations are very diverse and interesting to watch. They change depending on the overall mood of the colony, which can degrade if their needs aren't being met.
There is a free camera that really lets you get down into the weeds, I'm so impressed at how closely you can zoom into the action and get almost a first-person perspective of your bustling colony. It's really fun to zoom and pan the free camera from ground level through all of your winding pathways, observing a beautifully crafted diversity of piratey happenings.
Another cool mechanic is that you only need to feed inhabitants once they've been assigned jobs, allowing you to hoard "drifters" (inhabitants with no assigned function) so that you always have a pool from which to crew your ships & new buildings without worrying how many resources they're consuming while they wait. You only need to provide food for people you're actually using, without needing to turn new arrivals away. You never have the dilemma of wondering whether you should accept the new arrivals. You do have to house them and maybe you don't want to do that so that would possibly be a reason to reject them, but just suck it up and slap down a house for them, no biggie.

Instead, I became the Senior Vice President of Pirate Logistics.
The city building (rock dweller building) is genuinely fun, especially the vertical construction and production chains. Watching your tiny settlement grow into a massive pirate city (rock dweller city) is surprisingly addictive.
The naval combat, however, feels like the developers remembered at the last minute that this was supposed to be a pirate game. I wanted epic naval battles. I got Pirate Excel Simulator with cards and dice.

I tried to progress through the compass system where we can unlock new buildings, but the missions are way too time-wasting to do, it requires you to do combat multiple times just to unlock one building. And the worst part is that the buildings are so random and useless it barely does something.
The game also lacks of freedom to build, there's lots of things out of the way that you cant move and makes you have a little space to build. I liked the feature where you can build on cliffs but it was just not enough.
