“海战题材的开放世界类游戏。本作最早规划为《黑旗》资料片，在得到资金补助后才拓展为独立IP。游戏开发超10年，期间又延期8次，从测试开始，实机体验反响便不尽人意，正式版亦如此，包括但不限于以下几点遗憾：1.剧情薄弱，主支线设计制式化；2.阉割了陆战元素，无跳帮战，中后期基于控制据点的收菜核心玩法也枯燥乏味等。唯一值得称赞的估计就是画面表现了，如果你喜欢开船看风景，倒是可以把它当作休闲养老游戏来看待。”
