Virtual Pager — End User License Agreement (EULA)
Effective: July 9, 2026. On Steam this EULA supplements Valve's Steam Subscriber Agreement, which always controls the storefront transaction.
This End User License Agreement ("Agreement") is a legal agreement between you ("you") and Ken Dingel ("we," "us") for the Virtual Pager software, including the SteamVR overlay client and its use of our relay service (collectively, "the Software"). By installing or using the Software, you agree to this Agreement. If you do not agree, do not install or use the Software.
This Agreement supplements and does not replace the Steam Subscriber Agreement (SSA) and Valve's policies, which govern your purchase and Steam account. If this Agreement conflicts with the SSA regarding the storefront transaction, the SSA controls.
1. License grant
We grant you a personal, non-exclusive, non-transferable, revocable license to install and use the Software for your own non-commercial communication, conditioned on your compliance with this Agreement. This is a license, not a sale of the Software itself. Your access is enabled either by a paid Steam purchase or by redeeming a valid free access code.
2. Free access codes
Free codes (if issued) are promotional, single-use unless stated, revocable, and grant no ownership. We may rate-limit, disable, or revoke a code or the access it granted — including for abuse — without refund (no payment was made).
3. Service dependence & availability (please read)
The Software requires our online relay server to send and receive messages. It is a network-dependent utility, not a standalone offline program.
- The relay is provided on an "as available" basis with no uptime guarantee. It may be unavailable due to maintenance, outages, or factors outside our control.
- When the relay is unreachable, the Software is designed to fail soft (show a clear "service unavailable" state and not crash), but message delivery will be delayed or unavailable until service is restored.
- We may modify, suspend, or discontinue the relay service. If we permanently discontinue the service such that the Software's core function no longer works, we will make reasonable effort to provide advance notice via the store page and/or the product's site. Your statutory refund rights under Steam's refund policy and applicable law are unaffected.
You acknowledge this server dependence before purchase; it is also disclosed on the store page.
4. Acceptable use
You agree not to:
- Use the Software to harass, threaten, defame, stalk, or send unlawful, abusive, or unsolicited bulk audio ("spam") to others.
- Attempt to impersonate another person or forge message origin, or to circumvent the Software's contact-consent, authentication, or anti-abuse mechanisms.
- Attack, overload, flood, reverse-engineer for the purpose of abusing, or attempt to gain unauthorized access to the relay or other users (including DoS, registration-flooding, or exploiting the protocol).
- Use the Software in violation of any applicable law, or to transmit content that is illegal where you or your recipient are located.
- Resell, sublicense, rent, or commercially redistribute the Software or relay access.
We may suspend or terminate your access (including blocking an identity key) for violations.
5. End-to-end encryption & content responsibility
Messages are end-to-end encrypted; we cannot read, monitor, moderate, or recover message content. Consequently:
- You are solely responsible for the messages you send and the people you choose to contact.
- We cannot retrieve lost messages or lost identities. If you lose your identity key (the identity.key file) without a backup, your identity and contacts cannot be recovered by us.
- Because we cannot see content, content moderation is limited to acting on metadata-level abuse reports and to the in-app tools (e.g. contact consent, blocking) the Software provides.
6. Privacy
Your use is subject to the Virtual Pager Privacy Policy and Data-Retention Statement, which are incorporated by reference. In short: we cannot access your message content, and we collect only the minimal routing metadata needed to operate the service.
7. Updates
We may provide updates that modify, add, or remove features (including for security). Some updates may be required for continued use, and a future security/protocol upgrade may require a one-time re-onboarding (regenerating your identity).
8. Intellectual property
The Software, its code, and its branding are owned by Ken Dingel and protected by law. Except for the license in Section 1, no rights are granted. You may not remove proprietary notices.
9. Disclaimer of warranties
THE SOFTWARE AND RELAY ARE PROVIDED "AS IS" AND "AS AVAILABLE," WITHOUT WARRANTIES OF ANY KIND, express or implied, including merchantability, fitness for a particular purpose, non-infringement, and any warranty of uninterrupted or error-free operation or message delivery, to the maximum extent permitted by law. Some jurisdictions do not allow certain disclaimers, so parts may not apply to you.
10. Limitation of liability
TO THE MAXIMUM EXTENT PERMITTED BY LAW, KEN DINGEL WILL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, OR FOR LOST DATA, LOST MESSAGES, OR LOST PROFITS, ARISING FROM THE SOFTWARE OR RELAY. OUR TOTAL AGGREGATE LIABILITY WILL NOT EXCEED THE AMOUNT YOU PAID FOR THE SOFTWARE (WHICH MAY BE ZERO FOR FREE-CODE USERS). Nothing limits liability that cannot be limited under applicable law.
11. Termination
This Agreement is effective until terminated. It terminates automatically if you breach it. On termination you must stop using the Software. Sections 5, 8-10, and 12 survive termination.
12. Governing law & disputes
This Agreement is governed by the laws of the State of Washington, USA, without regard to conflict-of-laws rules. Any disputes shall be resolved in the courts of King County, Washington. Nothing here removes mandatory consumer-protection rights in your country of residence.
13. Changes
We may update this Agreement; material changes will be indicated by an updated date and, where appropriate, an in-app or store-page notice. Continued use after changes constitutes acceptance.
