This End User Licence Agreement (“Agreement”) is a legally binding agreement between you and Entschuldigang Limited (“we”, “us”, or “our”) governing your installation and use of the video game Governance (the “Game”). By downloading, installing, accessing or using the Game, you agree to be bound by this Agreement. If you do not agree, you must not install or use the Game.
This applies to the Game Edition of Governance as available on digital storefronts.
We grant you a limited, non-exclusive, non-transferable and revocable licence to install and use the Game through Steam for your own personal, non-commercial use, subject to the terms of this Agreement and without express permission otherwise.
The Game is licensed, not sold. All rights not expressly granted to you are reserved.
We and our licensors own all intellectual property rights in the Game, including its software, code, artwork, music, sound, dialogue, writing, characters, design, trademarks and other content. Your use of the Game does not give you ownership of any intellectual property rights in it.
You must not copy, reproduce, distribute, adapt, reverse engineer or otherwise exploit the Game except as expressly permitted by this Agreement or by law.
You may use the Game only for personal and non-commercial purposes.
You must not sell, rent, lease, sublicense, commercially exploit or otherwise use the Game for commercial gain, except where this Agreement expressly allows it.
You must not use the Game or its assets in advertising, political campaigning, or commercial promotional materials. You must not extract or reuse the Game’s assets for separate commercial projects, including datasets included as part of the Game. You may record, stream and share gameplay of the Game, including on video sharing and livestreaming platforms. You are completely free to monetise such content through platform-based advertising, subscriptions, donations or similar built-in monetisation systems.
This permission applies only to content that features gameplay of the Game and does not permit you to distribute the Game itself or its standalone assets.
You must not suggest that your content is officially endorsed by us. You must not use our official logos or branding except as permitted under clause 6. We reserve the right to require removal of content that breaches this Agreement or applicable law.
We permit users to create modifications (“Mods”) for the Game.
You may create and distribute Mods free of charge. Mods must be clearly identified as unofficial and must not claim to be endorsed by us. Mods must not include third-party copyrighted material without permission. Mods must not include or distribute substantial parts of the Game except where technically necessary for the Mod to function.
Mods must not contain content that promotes or glorifies hatred, discrimination or violence against individuals or groups based on protected characteristics, including race, ethnicity, nationality, religion, sex, gender, sexual orientation or disability. Mods must not contain unlawful, defamatory or harassing material. Mods must not misrepresent real-world political parties, candidates or movements as endorsed by us.
We may require you to modify or remove a Mod from public spaces at our discretion if it breaches this Agreement or harms our reputation, users, user safety, or legal position.
We may provide a template logo pack for use by Mod creators (“Logo Pack”). You may use and adapt the Logo Pack solely to identify Mods for the Game.
You must not use any of our other logos or branding. You must not create branding that suggests official status or endorsement. You must not register trade marks incorporating the Game’s name or our branding.
All intellectual property rights in the Logo Pack remain ours.
The Game is a fictional political simulation. It does not represent or endorse any real-world political party, ideology, candidate or movement. User-created content represents the views of its creators only. By agreeing to the End User Licence Agreement when creating Mods, you assume full legal responsibility for your creative works.
We may suspend or terminate your licence immediately if you breach this Agreement.
If this Agreement is terminated, you must stop using the Game immediately.
Clauses concerning ownership, liability, data protection and any other provisions intended to survive termination will continue in force.
We may update or modify the Game at any time.
We may amend this Agreement where reasonably necessary, including to reflect legal or technical changes. Where changes are material, we will take reasonable steps to notify you. Continued use of the Game after changes take effect constitutes acceptance of the updated Agreement.
The Game is provided “as is” to the fullest extent permitted by law. Nothing in this Agreement excludes or limits liability for death or personal injury caused by negligence, fraud, or any liability that cannot be excluded under UK or EU law.
Your statutory rights as a consumer are not affected.
To the fullest extent permitted by law, we are not liable for indirect or consequential loss, loss of profit, loss of data or business interruption arising from your use of the Game.
Our total liability to you in connection with the Game shall not exceed the amount you paid for it.
Nothing in this Agreement limits liability where it would be unlawful to do so.
We process personal data in accordance with applicable data protection law, including the UK General Data Protection Regulation and the EU General Data Protection Regulation (together “GDPR”), and the UK Data Protection Act 2018.
We will only collect personal data that is necessary to provide and improve the Game, comply with legal obligations, or where you have given consent. Personal data may include account information, gameplay data, technical device information and communications. We do not collect telemetry data ourselves, and we are committed to only using statistical data provided by distribution platforms.
We rely on lawful bases under GDPR, including performance of a contract, legitimate interests, legal obligations and consent where required.
You have rights under GDPR, including the right to access your personal data, request correction or erasure, restrict or object to processing, request data portability, and withdraw consent where processing is based on consent.
You may exercise your rights by contacting us at gdpr@playgovernance.com. You also have the right to lodge a complaint with the Information Commissioner’s Office in the UK or your local supervisory authority in the European Union.
Personal data will not be retained for longer than necessary for the purposes for which it was collected. Where personal data is transferred outside the UK or EEA, we will ensure appropriate safeguards are in place as required by law.
If you are resident in the United Kingdom, this Agreement is governed by the law of England and Wales and subject to the jurisdiction of its courts, unless mandatory consumer law provides otherwise.
If you are resident in the European Union, this Agreement is governed by the laws of England and Wales, but you retain the protection of mandatory consumer laws of your country of residence.

4. Let’s Plays, Streaming and Online Content

8. Suspension and Termination
We may suspend or terminate your licence immediately if you breach this Agreement.
If this Agreement is terminated, you must stop using the Game immediately.
