End User Licence Agreement
Effective Date: 28 July 2026
1. Agreement
This Agreement is between you ("you") and Sarunas Visockas ("we", "us", "our"), and covers States of Power ("the Game"). By installing or playing the Game you agree to it. If you do not agree, do not install or play.
This Agreement supplements the Steam Subscriber Agreement. Where the two conflict on something specific to the Game, this Agreement applies. How we handle your data is described in our Privacy Policy.
You must be at least 13 years old to play online, or older if the law where you live requires it. If you are under 18, your parent or guardian must agree to this Agreement on your behalf.
2. Licence
We grant you a personal, non-exclusive, non-transferable licence to install and play the Game. You may not sell, rent, or redistribute the Game, use it commercially without our written permission, or use cheats, modified clients, or automation tools in multiplayer. You may not reverse engineer the Game, except where the law gives you a right to do so that cannot be excluded.
3. Content You Create
You keep ownership of the scenarios and other content you create ("Your Content").
When you publish Your Content, you grant us a worldwide, non-exclusive, royalty-free, perpetual, irrevocable, sublicensable and transferable licence to host, store, reproduce, modify, adapt, publish, distribute, and display it as part of the Game and in material promoting the Game. In practice this lets us keep your scenario in the catalogue, include it or an adapted version in the Game itself, and show it in screenshots or videos.
We credit you as the author wherever the Game shows who made a scenario.
You promise that Your Content:
- Is yours to publish and does not infringe anyone else's rights
- Is not illegal, hateful, or discriminatory
- Does not contain other people's personal information
- Does not contain malicious code or anything designed to exploit the Game
We may remove or hide any content at any time.
4. Online Conduct
Online features, including chat, are shared spaces. You are responsible for everything you send through them, and you agree not to use them to:
- Break any law that applies to you, or help anyone else do so
- Harass, threaten, bully, or abuse other players
- Use hate speech, or attack people
- Promote or glorify terrorism, mass violence, or genocide, or organise real-world violence
- Share other people's personal information, or impersonate another player, us, or anyone working with us
- Spam, flood, advertise, run scams, or share malicious links or files
- Cheat, exploit bugs or vulnerabilities for an unfair advantage, or deliberately disrupt other players' games
- Sell, share, or transfer your account, or get around a suspension
These are examples rather than a complete list. You must also not do anything else we reasonably consider harmful to other players, to us, or to the Game.
5. Moderation and Reports
We do not review scenarios or chat messages before they appear, and we are not obliged to monitor them. The chat filter is automated and will not catch everything.
If you see content or behaviour that breaks this Agreement or the law, report it to statesofpower.io@gmail.com with enough detail for us to find it.
6. Games Hosted by Other Players
Players can host their own games, which run on their own devices and are only passed through our servers. We do not operate, control, or check those games or what happens in them, and you join them at your own risk.
7. Online Services
Online features depend on servers we run, and we may change, interrupt, or discontinue them. We do not guarantee that online features will be available, or that scenarios you publish will be kept indefinitely, so keep your own copies of anything you care about.
8. Disclaimer
The Game is provided as it is. To the extent the law allows, we do not promise that it will be uninterrupted or error free. This does not affect your statutory rights as a consumer, which we cannot and do not exclude.
The Game depicts historical nations, ideologies, and symbols for the purpose of historical simulation. Their inclusion is not an endorsement of them.
9. Liability
To the extent the law allows, we are not liable for indirect or consequential loss, nor for loss of profit, revenue, business, goodwill, anticipated savings, lost data, or lost game progress, however it arises. We are also not liable for anything arising from content created by other players, from their behaviour, or from games hosted by other players.
To the extent the law allows, our total liability to you for everything connected with the Game and this Agreement, added together across all claims, will not exceed the amount you paid for the Game.
Nothing in this Agreement limits our liability for death or personal injury caused by our negligence, for fraud, or for anything else that cannot be limited by law. If you are a consumer, nothing in this section limits our liability more than the law where you live allows.
10. Your Responsibility
If someone brings a claim against us because of content you published, your behaviour online, or your breach of this Agreement, you agree to cover the reasonable costs and damages we incur as a result. This does not apply where the claim is caused by something we did.
11. Termination
This Agreement applies until it ends. It ends automatically if you break it, and we may withdraw access to online features for breaches. Sections 3, 9, and 10 continue to apply afterwards.
12. Changes
We may update this Agreement. If a change materially affects your rights we will make a reasonable effort to tell you in the Game, and you can stop using the Game if you do not accept it. Continuing to play after a change means you accept it.
13. General
This Agreement is governed by the laws of Lithuania. If you are a consumer, you keep the protection of the mandatory laws of the country you live in, and you may bring proceedings there.
If any part of this Agreement is found unenforceable, the rest continues to apply. We may transfer this Agreement to someone else, for example if the Game is sold; you may not. Not enforcing something straight away does not mean we give up the right to enforce it later. If you send us ideas or suggestions, we may use them freely without owing you anything.
