1. Nature of this Agreement
1.1 This agreement is formulated in accordance with the Notice on the Implementation of Online Game Anti addiction System to Protect the Physical and Mental Health of Minors (hereinafter referred to as the Anti addiction Notice) and takes effect immediately.
1.2 This agreement is a specification of rights and obligations between online game operators (hereinafter referred to as "operators") and users for the implementation of online game anti addiction system and real name authentication.
1.3 In case of any conflict between the terms of this Agreement and the terms related to the current user account registration of the Operator, this Agreement shall prevail.
2. Purpose of this Agreement
2.1 Stop minors from indulging in online games, advocate healthy game habits, and protect their physical and mental health.
2.2 Help parents and legal guardians to know whether their minor children or other legal guardians are entertaining online games.
3. Development standard of online game anti addiction system
3.1 The game time of minors who are online for less than 3 hours accumulatively is "healthy" game time.
3.2 After the minors have accumulated 3 hours of online games, the remaining 2 hours of game time is "fatigue" game time, during which the minors' game income will be reduced to 50% of the normal value.
3.3 The accumulated online game time of minors exceeding 5 hours is considered as "unhealthy" game time, and the game income of minors during the unhealthy time is reduced to 0.
4. Registration Instructions
4.1 The user needs to apply for registration according to the registration method provided by the operator.
4.2 Users must fill in their real name identity information when applying for new account registration. Real name identity information must include: real name and ID card number.
4.3 Users (hereinafter referred to as "old users") who have registered their accounts before the official implementation date of the online game anti addiction system of the game have the right to supplement their real name identity information for a period of 6 months. If the old users fail to supplement their real name identity information after the deadline for supplement, the operators will conduct real name authentication according to their original information.
4.4 The first registered real name identity information of new users and the first supplemented real name identity information of old users are free of charge. Once registered or supplemented, the user's real name identity information is not allowed to be modified at will.
4.5 If the user's real name identity information is incomplete or cannot be recognized by the operator, the user will receive a prompt from the operator.
5. Operator certification principles
5.1 Users under the age of 18 will be judged as minors.
5.2 Users who reach or exceed the age of 18 will be initially judged as adults.
5.3 After the expiration of the supplementary filling period, the old users who have not supplemented their real name identity information and whose original registration information does not meet the real name identity requirements will be judged as minors. If the real name identity information registered by a new user does not meet the real name authentication requirements, the user will be judged as a minor.
5.4 The above situations shall be handled according to the following principles:
5.4.1 Users judged as minors are included in the online game anti addiction system.
5.4.2 For users who are initially determined to be adults, their real name identity information will be submitted by the operator to the public security department for verification.
5.4.3 When a minor user reaches the age of 18 naturally, the system will automatically initially identify him as an adult, and his real name identity information will be submitted by the operator to the public security department for verification.
5.5 For active servicemen, foreigners, compatriots from Hong Kong, Macao and Taiwan who do not apply for the registration of identity card information of the People's Republic of China, they can apply for real name authentication to the operator according to the copy or fax of their legal identity certificate. Before the authentication is passed, it will be included in the online game anti addiction system.
6. Safety guarantee measures.
6.1 The operator shall strictly manage and protect the real name identity information provided by the user, and will use the existing technology to try to prevent the loss, theft or tampering of the user's personal data.
6.2 The operator shall not disclose, modify or disclose the user's identity information and other confidential contents stored in the real name authentication scheme of the online game anti addiction system without the user's authorization, except in the following cases:
6.2.1 According to relevant laws and regulations.
6.2.2 Requirements based on legal procedures of judicial authorities or other national competent authorities.
6.2.3 In case of emergency, in order to protect the personal safety of users or third parties and prevent major harm to the rights and interests of users and others.
6.3 The operator shall bear the relevant legal liabilities if the user's real name identity information is leaked due to its own poor management.
7. Verification Instructions
7.1 The operator shall regularly submit the real name identity information initially determined as adults after identification and classification to the public security department for verification. The public security department shall determine whether the information is true, and finally determine whether the user is an adult according to the verification results.
7.2 The operator will establish a real name identity information database to gradually accumulate verified real name identity information for comparison of real name identity information provided by new users. If the comparison is consistent, it will not be submitted to the public security department again for verification.
7.3 If the user's real name identity information is not verified by the public security department, it will be included in the online game anti addiction system.
7.4 The operator cannot ensure the integrity of the existing identity database of the public security department, and the user has clearly understood this situation. After providing a copy of my ID card, a copy of my account book, a contact number and other true and effective identity certificates, I can ask the operator to include the account registered with my identity information in the online game anti addiction system. If the user needs to further claim his/her rights, it shall be handled according to relevant regulations and procedures.
7.5 The operator shall complete the verification within one natural month after the user submits the real name identity information.
8. Instructions for Query System
8.1 The online game real name authentication information query system is for parents and legal guardians to query whether their minor children or other legal guardians use online games, whether they are protected by the online game anti addiction system, and for citizens to query whether their identity information is used by others.
8.2 When using the inquiry system, the inquirer shall submit an application in written form, and attach his/her ID card copy, account book copy, contact phone number, postal code, mailing address or email and other true and effective identity information, before he/she can apply to the operator to inquire whether his/her identity information has been used by others; If you need to inquire whether the ward uses online games according to law, you need to provide notarized proof materials that can prove the legal guardianship relationship between yourself and the ward.
8.3 If a citizen finds that his/her identity information is used by others, he/she can request the operator to include the account registered with his/her identity information in the online game anti addiction system after providing his/her notarized copy of identity card, copy of household register, contact number and other true and effective identity certificates. If a citizen needs to further claim his or her rights, it shall be handled in accordance with relevant laws and procedures.
8.4 For the inquiry demand of the inquirer, the operator shall, within one week from the date of receiving the application letter, check the identity information notarization certificate in form, and notify the inquirer of the handling situation.
9. Disclaimer:
9.1 In view of the limitations of the existing technology and the operator's resources, the operator hereby specially reminds the user that there may be defects and flaws in the online game anti addiction system and the implementation of real name authentication. The user understands and agrees to this and automatically accepts the contents of this service agreement. The operator promises not to hold the operator responsible for this on the premise of performing the corresponding obligations as described in this agreement.
9.2 The user shall be responsible for any loss caused by providing the operator with wrong, incomplete and untrue information.
9.3 The operator shall not be liable for the leakage of his/her real name authentication information due to the user's personal fault of informing others of his/her password or failing to keep his/her password or sharing the registered account with others or any other fault not attributable to the operator.
