Development Diary - 28th of April 2016



Hello and welcome to another EU4 development diary. There has been a fair amount of bugfixing going on for 1.17, and our current estimated release week is the second week of May, if the gods smile upon us.

One of the many balance things we have done for 1.17 is further tweaks to the covert actions. First of all, instead of having all of the cool unlocks tied to the Espionage idea group, making it a too binary choice, we have moved the unlocks from ideas to tech.

As you can see from this screen, you gain espionage abilities at about every 3rd level, with Agitate for Liberty being late, and stealing maps early in the game.

We have completely changed the Espionage Ideas, removing the unlocks and adding some new more interesting abilities, to create an ideagroup focused on internal strength.

  • Agent Training: +1 Diplomat
  • Vetting: +33 Foreign Spy Detection, +10% Provincial Trade Power
  • Additional Loyalist Recruitment: -10 Liberty Desire in Subjects.
  • Claim Fabrication: 25% Fabricate Claim Cost
  • Privateers: +25% Embargo Efficiency & +33% Privateer Efficiency
  • Audit Checks: -0.1 Yearly Corruption
Ambition: +50% Rebel Support Efficiency.

For modders, there’s a new modifier called 'reduced_liberty_desire' which reduces the liberty desire of all your subjects. We primarily use it in the espionage ideas for now, but will probably be applied at more places later on.

We moved the claim fabrication idea from Influence to Espionage. And what did Influence get, well.. They get an idea which increases prestige and heir chance, because monarchies are cool..

Another things we did with spies, was reducing the spy discovered cooldown to 3 months, instead of 5 years.

While the code now supports to put Fabricate Claims behind a tech, it is still going to be allowed from the start of the game, as we have assigned it to tech 0. If a modder wants to put it later in their mod, its very trivial.

There have been some changes to how Claim Fabrication works. First of all, the cost of fabricating a claim is now 30 off your spy network, before other modifiers. If you already have claims on a nation, you cost increases by 10% per claim you have on that nation.

With the threshold of discovery being above 25 in Spy Network, there are now risks with building up a spy network to fabricate claims, unless you have invested into Espionage Ideas, which reduce the cost.

Claims are there to save you from major stability hits when you declare war, and to make it possible to fight wars inside the HRE without the emperor stomping down on you. There is no longer a small reduction in AE when using claim war goals, but it will still be cheaper to take it in dip power.

If you are not eager to directly gain territory yourself, we are working on adding a casus belli which is valid against all your rivals at all time, where you humiliate them, or force them to release nations or return cores.


Oh yeah… The impact from Religious Unity on corruption have dropped from 0.5 to 0.1.

Development Diary - 21st of April 2016: Meet the Team + 1.17



Hi all!


In this Dev Diary I'll present the EU4-team as it looks currently.

The Team

  • Johan, still game director, creating the high-level design for the expansions.


  • Anona, I’m the new project lead, making sure planning and priorities are made, as well as keeping deadline and being on budget. Been with Paradox for 2,5 years and hope you look forward to the upcoming expansions!


  • Gnivom, I’m a new recruit to Paradox who loves EU4. I am a junior programmer who just graduated from High School.


  • Chaingun. Programmer on EU4. Conveniently, I used to play EU2 in my early teenage years.


  • Trin Tragula, Content Designer. I used to be a modder for PDS games and later became a research alpha/beta for EU4 (mainly doing both pre-AoW and post-AoW India). I joined the EU4 team during the development of Art Of War and my work includes creating and researching most events, missions, decisions, etc in the game as well as any changes to the map.


  • LittleFido, embedded QA for EU4, I've been at Paradox for almost two years now and been attached to EU for over a year of that time. I love seeing the project grow and trying to find, reproduce and help solve bugs we encounter. Seeing a new patch or DLC release is at the same time the most exciting and stressful time for me! I hope you all enjoy the game as much as I do!


  • I’m DDRJake, QA turned Junior Designer for EU4. I’ve been part of the Paradox family for over a year now after years of sacrificing sleep and other necessities to stare at maps. Continuing to play the game to ensure it is enjoyable and interesting is an important role of mine, as well as writing and refining future designs for EU4. You’ll catch me lurking in the suggestions forum and the bug reports section, taking in community feedback on improving Europa.


  • r_lazer, lead programmer on the EU4 team. Started on the EU4 team around 1.5 years ago and have enjoyed working on every DLC since then. El Dorado was a favourite where I got to implement the Nation Designer.


  • StarNaN, Embedded QA for EU4. Started working at Paradox last year in December. I’ve been playing Europa Universalis since early EU3 and loved Svea Rike 1 and 2 as a child, therefore I want EU4 to be as good as it can be. My part in doing this is the same as LittleFido, I try to find, reproduce and help solve bugs.


  • The Real Timor, I’m the rather odd artist who makes things look nice and neat. Or at least as neat as they can be in a screen with 50+ icons, numerous stats, and tooltips to blot out the sun. Aaah, the beauty of EU4. And let’s not forget the cute Big Blue Blob achievement.

We’re currently working on the upcoming 1.17 patch which we we’ll release when it’s ready. The patch will contain bugfixes and crash fixes for Mare Nostrum such as:

  • Disbanding ships in port will return Sailors to the Sailor Pool


  • Fix for the 0Kb savegame crash


  • Republican Sufferance impacts sailor gain

Well, do you think I´m going to judge this game? If you see my countless hours of playing this masterpiece, you wouldn´t think so. And if so, you´re right.

Europa Universalis IV is a strategic, historian and simulated game by Paradox Interactive. Your job is to lead your nation and make it bigger, better and stronger than ever before. That means, you have to stabilize your country, develope new technolgies, improve it´s economy and fight wars to make it greater and stronger.
But you´re not alone. Other, maybe more stronger nations could destroy your plans or attack your land. That would be very difficult, wouldn´t there be allies.

This game, as I mentioned, is also historical. Kind of. The following centuries aren´t historian, because the KI makes everything to make it´s nation greater and it doesn´t notice the historian correctness at all. There are only events, that are historian correct, but you can choose, if it should be. The KI also does things, that are better for itself and not for human history.

Colonization is also a big thing to do. You can explore, conquer and colonize everything as every nation you like (That means you can literally colonize North America as Turkey or Australia as Italy and so on).

And the coolest thing is: you can modify it. The workshop is full with new countries, technologies, gameplay, systems etc.
One of the biggest is "Expanded Timeline", which allows you play from 56 A.D. to 9999 A.D.. Yep, a lot of time to play :)


I highly recommend this game to all strategics, historian or even for players who like wars. The only issue is Paradox itself. They sell DLC for a lot of money and sometimes don´t fix bugs or gameplay problems.
However the game makes fun even with some little problems, but every game has it own troubles ;)

9/10 Recommended.

I've been playing the EU series since the first installment: this is the best thus far, and one of my all-time favorite games. I write this entirely for those wondering about the negative reviews. Virtually all of them do not reflect the quality of the game but instead boil down to one of : (1) "they're making it too hard to conquer the world" (2) "there is too much DLC/they charge too much for the DLC" (3) "the learning curve is nearly vertical" .

This first complaint is the reason for this review. Make no mistake, this game is not 'Risk' (or CIV or TW). Paradox has, in the patches that people are whining about, made this game far more immersive. For example: in earlier versions you could simply ally major powers and make them spend the entire game throwing themselves on enemy swords on your behalf. Now they require something amounting to reasons to do so. The other changes have been all in this vein, i.e. making a-historical war-mongering a bit more difficult in order to make it really "feel" like you're playing in a living, breathing, world versus a canvas to color in with the color of your empire.

Let me preface this by saying that EU is a fantastic game. I've played it for almost 500 hours, and it's easily on my top ten list for strategy games, and maybe games in general. That being said...
It's like the devs don't even play the game that they update. The last few patches haven't added anything really cool or interesting in any way. All they do is nerf conquering (the most fun part of gameplay) and try to force players to play the same way (a strong, rich country in Europe).

Recently we've seen:
-Corruption (useless slider to to prevent players from specializing. God forbid a player should want to choose what technology they focus. This mechanic also screws over poor nations.)

-States and territories (A straight up limit on how much land you can conquer. Why would a feature like this exist in a game all about taking land?)

-Development (Without DLC, the AI can develop land, and you can't. Aside from this glaring balancing issue, it's just another useless monarch point sink, which this game is already oversaturated with.).

-An attempt to lock claim fabrication behind a late-game tech (claim fabrication is critical to early wars, and removing it from the early game goes against fundamental design. There are already enough late-game CB's, including the end-all Imperialism. It's almost impossible to secure a good CB early game)

-Increased coring costs (Meaning that the player has to do more speed 5 waiting until they can play the game again. Fun.)


Honestly, I don't even play on new patches anymore, due to all the anti-fun nerfs that PDox keeps adding.
Combine this with an abysmal DLC practice, charging over 10-15$ easily for small, inconsequential features, and EU4 serves as an example of a great game ruined by a poor development process.

I love paradox games, but I'd recommend passing on this its current state. The simple truth is that the game has been rendered nearly unplayable by the updates for overpriced DLCs. You can enjoy EUIV (God knows I'll try to do it again one day), but be prepared for frustration and a lighter wallet.

First of all The 225 hrs are wrong, i played Eu and CK for over 2k Hours easily and never get sick of it.

I love Eu 4, I really do, but Paradox got to greedy.

You basicly have to buy all the DLC's they shoot at you for 20 Bucks a piece, they don't seem to update the KI to use it well so with every DLC the game gets more easy, but if you dont purchase the DLC the KI have the new features enabled and the game gets very unbalanced.

The last 20 Games I started, i played on Patch 1.11.4 simply because The common sense DLC and patch ruined the game for me (developping your Provinces makes you really Overpowered and you can now beat Nations tripple your size without problems, simply because the KI wont use this feature well)

All in allk it is a very fun game, the Modding community is Huge and once you learned to play the game (which can take quite some time) you wont get ever sick of it.

I'll write down my thoughts of this game and the ''dev''. Excuse me from the start for the ''grammar fails'' I'm not a native speaker but hey... :)


Man, I love this game!!! But... Paradox's policy has changed over time. I'm pretty sure you can still have fun playing vanilla game. But soon or later Paradox gonna take that fun back while looking into your eyes and smiling. Because you'll love the game dynamics and get used to it but then they make up a new DLC and if you dont buy it soon or later they gonna add some new dynamics to your ''vanilla'' game from the ''new DLC''. So, update by update your ''vanilla'' game will be more incomplete and lacking dynamics to be able to do play properly...

Example. If you buy the vanilla right now you'll get tons of other dynamics from the DLCs but just to be able to ''develop your provinces by monarch points'' (such a good dynamic) you have to get the ''Common Sense'' DLC. And you'll start feeling the pressure because your game is incomplete.

Another example. I have the El Dorado DLC (Which gives you tons of combination of being able to create your own nation in game). No matter what I should be able to create an ''Arabic nation in Russian territories having Chineese technology and ''Merchant Republic'' as state type''. But I cant! Because now they made ''Mare Nostrum'' DLC so I can still see ''Merchant Republic'' option but cant choose it cuz I dont have Mare Nostrum!!!! Arhg!!! Do you feel the angst I have???

SO THAT MEANS PARADOX CAN BLOCK YOUR ''DLC'' DYNAMICS BY MAKING UP NEW ONES!!!!

Solution. If you are a competitive guy (I have to get the achivements!!!) you better buy all of them at once! Do it! And dont look back. You wont be mad.
Other than that, if you wanna play a strategy game and chill just get the vanilla and maybe El Dorado DLC as I've said that gives tons of combination on creating nations.

Vanilla Game = Not recommended for competitive guy and just ''okay'' for ''lets play strategy and chill'' people.

I used to love this game, it was awesome, until the forced dlc buy situation, in every new dlc they insert a function in main game that won't let you play anymore without it, for example i've tried a new game recently and i can't develop buildings because i don't have the dlc that gives you the points for that, this is a very despicable behaviour and killed a good game.

♥♥♥♥ing love this game. But ♥♥♥♥ Paradox and their DLC practices. At times they've been willing to break this great game just to push out another overpriced DLC. Enough already.

Hearts of Iron 4 sounds like it could use all the help it can get, and recent few EU4 DLCs don't give me much hope about the prospects of HoI4 DLC fixing what looks like a broken game.

Mare Nostrum broke the combat system. Before the dlc came out the game was 10/10 now after i've played with the dlc i've experienced revolts regenerating almost a thousand men at 1459 and teleporting rebels who could kill my army of 10 thousand with only 6 thousand and they didn't even have a general. I've also experienced 10,000 troops from holland destroying 33,000 austrian troops in a farmland, i have a picture of this happening on my profile.

I used to love this game. It was and arguably still is one of the best games in the Grand Strategy genre. But the DLCs killed the whole thing. First, the price of each new expansion is getting above any reasonable amount for a bunch of not that much meaningful/flavorful features. Don't get me wrong, some of the expansions are great, but lots of them feel like something that should be in the base game in the first place, or not at all. Wrong.

The DLC policy of Paradox is absolutely horrendous - once it's launched, you get the DLC installed automatically with a patch of base game and the AI countries are using the benefits of DLCs for themselves (the most striking example is the province development in Common Sense), and unless you pay, you are forced to compete with enemy that has a massively unfair advantage. It is a blatant cash grab and because of that, I won't be buing any more of Paradox's DLCs or new games (even though I was hyped for HoI 4 like anyone else), unless they clean their act or at least release a complete edition... although then there's the risk that it will be like the EU III Complete edition all over again.

DLC

I could buy the game five times; but still buying all of the DLC is more expensive.

Game is actually very nice, but "expansion packs" are too many and too expensive.

Once I really did love this game. It had an amazing blend of politics, war and exploration, and actually got me interested in history and dynasties. I even would recommend it, if Paradox was willing to let each version of this game exist in its own balanced state, but unfortunately it seems they can't.
EU4 has been blighted by a slew of unbalancing, rushed, unstable DLC that only slightly varies play, but completely unbalances it. "This is fine", you think, "I just won't get the DLC and enjoy the great base game". And I would laugh, and wish that were true. Simply put, this game is ruined by the fact that even if you don't have access to the DLC, and the poorly thought out and overpriced features it provides, your AI opponents do. You cannot compete with them without paying vast sums of money. And even if you want to spend in excess of $200 dollars, several of these expansions ("Common Sense"...Ha!) are simply unfun to play. But you can't escape them.

If you want a historical grand strategy, and a game like this interests you, go and try EU3, an untouched and significantly cheaper alternative to this blighted game.

Nice game but even though i bought a package with alot dlc's theres still many functions i cant use due too missing dlc's...... in other words 50% of a game i bought and may pay more money to get all functions........

So nice game made useless by greedy people,do not buy this theres plenty goodgames wich run and function great without dlc's

The game has been good up to a point. However the devs are more worried about what an elite few do versus new players and the many who simply play for fun.

This has led to a fundamental disconnect between the developers and customers.

For instance, Johan, the lead designer, had to take a poll to learn that locking away claim fabrication, and thus being able to fight wars in the early game, was an unpopular idea. He had to poll on twitter to figure this out ...

The steam store page talks about two key promises:

1) unparalleled player freedom
2) building a global empire

For some time now the devs have been nerfing the game patch after patch after patch reducing player freedom. The biggest problem with this approach is they make the game take longer sitting on speed 5 doing nothing but waiting in order to do the exact same things that players did previously.

A slower game doing nothing isn't a better game. But the devs are unable to grasp this.

As to building a global empire patch after patch, taking longer to build the same empire isn't really the thing one would expect.

The odd thing is that they keep adding achievements to take lots of land while at the same time making taking land more time consuming without being more interesting.

The current version is simply boring imo and future versions will probably continue the trend.

The AI developer Chaingun referred to an in house "anti blobbing crusade" recently. They seem to not understand this is turning into an anti customer Crusade.

They ruined CK2. EU4 appears to be next.

I hope they will change so I can go back to a positive opinion.

The AI is exceptionally ♥♥♥♥♥♥♥♥ in EU4, enemy AI are super good at combining their armies and support each other... Allied armies are the exact opposite, obvious wins can be twisted in to massive losses due to this ♥♥♥♥♥♥♥♥ AI alone.

Ok, admittedly I say this a lot when it comes to paradox interactive, but it really can't go unsaid this time around: WHAT THE ♥♥♥♥ DID THEY JUST DO TO THIS GAME?? To explain that a little more clearly: I arrived at this game relatively late, so I cant say for sure, but EU4 seems to follow paradox's trademark pattern of starting off promising and ambitious, improving with a few early updates to work out some kinks, and then enduring a succession of hideously awful updates which, in huge and decisive steps, utterly mutilate what a few days ago was an awesome game. It was already suffering a mild case of paradox-update cancer when I got to it; filled to the brim with an overwhelming array of impenetrable, counterintuitive, and overly fiddly interfaces and easily misunderstood and incredibly important gameplay mechanics. This gave the game a bit of a learning cliff, but at least it was playable and everything worked.
I was in the middle of my first competent game when the new update destroyed it. Playing as feudal Japan, I had successfully united all the islands of my country under one government, eliminating the squabbling daimyos with a mix of diplomacy and brute force. I made some rookie mistakes, overcame them, and finally got the hang of things and it was really cool. Then I decided to screw with history a little bit and focus on developing "advanced" technology, which I used to explore and colonize the new world, west coast first. Then the update happened, and the entire world got covered in fog of war, screwing up my trade income (nobody knew where anyone was, so who could I trade with?), forcing me to painstakingly restart the process of uncovering it all (an intentionally slow and obtrusive process), introduced some more new micro-mechanics which predictibly add absolutely nothing to the game, and then, every financial exense associated with maintaining my empire quadrupled overnight, making it completely impossible to avoid bankrupting at terminal velocity. Makes me wonder how the other countries are doing (not that I can check, because the update erased my world map). This is extremely not cool. I spent hours on that game and then the update took a big, steaming, dump on it.

The game had potential, but whoever makes it chose otherwise. A questionable vision of geography and history of the mid fifteenth to early nineteenth centuries, an inaccurate world map, and dull gameplay. The small updates they call "downloadable content" which are smaller than an expansion but somewhat bigger than a patch are unjustifiably expensive compared to the novelties and tweaks they bring.
I will not buy any titles from this firm unless they change their practices and apologise.

If this is not the ultimate strategy game, then I don't know where else to look. (Coming from the best strategy series ever to be introduced to pc gamers).

I liked:

-Replayability
-Randomness
-Historical feeling
-Interface
-Micromanagement absolutely not necessary
-Music and general feeling
-The various difficulty levels actually make sense.
-Trade revisited, annoying micromanagement gone. New trade system is amazing.
-Game depth, quality expansions and addons.
-Absolutely immersing.

I didn't like:

No idea really, I played the game so long and for so many hours and kept always coming back. Even after month long breaks, I can come back and enjoy it as much as in the beginning. Every new instalment of EU series has a permanent place in my hard drive, until the new sequel.

Thank you Paradox for giving me back the value of my money tenthfold.

Amazing game.

This is the kind of gaming letting out history buff hidden deep inside you (I didn't know I have one in me). You get an event "tordesillas treaty" and you alt-tab to wikipedia to learn about how Spain and Portugal turned to Pope to divide New World between them.

Crusader Kings 2 is much easier game to get into (but harder to be good at) because bit simplier mechanics are supplemented by rpg elements. You focus on killing your family and bah! it's 50 hours later. When you switch to Europa Universalis it feels more... streamlined once you wrap your head around many differnt mechanisms.

Everything here interlocks perfectly giving experience that cannot be matched by any other strategy game.

Of course be aware of Paradox DLC policy - new 15 euro expansion 3 times a year (all of them very nice but not exactly worth bazillion of dollars in total) + dozens of cosmetic dlcs (yeah, gotta get them all...) - so try to grab complete pack at least 80% off - luckily this happens quite often.
