1.18 Balance Changes



Hello everyone and welcome to another Europa Universalis development diary. This time we’ll take a look at the most important balance changes for 1.18, with a quick explanation on why we did them..

Setup

  • Lucky nations are now down to 8, sorry Poland, Brandenburg & Sweden.
The balance of having 10 lucky nations made the likelihood of a strong Russia too uncommon for us, and especially having those 3 as likely lucky nations was too much for Muscowy.

  • Lots of National Ideas have been changed, but most importantly Knights lost their tolerance for heretics, but can instead do slave raids.
As usual, we keep changing the ideas as we add new functionality, and giving people new abilities. There was a rather large following for giving the Knights access to Slave Raiding, as they were rather fearsome pirates, so they gained that ability.


Navies
  • If you have a port, now you get at least 5 sailors per month.
This was also requested, as some nations with 1 port just could never get any sailors at all.

  • Ships now engage in a priority order from heavy, galley, light to transport, up to a maximum of the engagement width (for which heavies count as 3 rather than 1).
This creates a more interesting naval combat experience, as you’ll all notice on October 11th.


Espionage
  • Reworked foreign spy detection & counter espionage. Counter espionage have less impact on discovery, but both now impact the spy network buildup of the target in your nation.
Basically, being able to defend against spy activities is now possible, even if stopping them entirely might be impossible.

  • Reduced unrest and Republican Tradition impact from Sowing discontent spy action
And many tears have been shed over this ….

  • Spy network bonuses will now apply to the target's subjects.
No more micromanagement and extra hassle! Rejoice!


Subjects
  • Breaking vassalage with a vassal that has over 50% in liberty desire no longer gives a relation penalty.
In the “duh?” category right?

  • Increased Liberty Desire from tariffs, up to 50% LD at 100% tariffs
Tariffs are no longer no-brainers to increase..

  • Colonial nations only lose half the money the overlord is getting in tariffs.
But this makes it so you can’t cripple your colonial nations..

  • Large colonial nations now gives you +5 land force limit each
And now you also want LARGE colonial nations :) ie, buffing Portugal..

  • There is now a scaled penalty to Liberty Desire up to +25% at max Mercantilism.
Aka, the longer the game goes, the more likely subjects get rebellious.

  • Vassals fighting each others (i.e. in Japan) now always accept Enforce Peace requests of overlord, but all vassals except the defending peace target get +10 Liberty Desire.
More power to the Emperor! or.. The Shogun!

  • All subjects now get reduced AE from your actions, not just vassals & marches.
No longer will your union-partners hate you for conquering their cores!

  • Subjects now have land and naval access to other subjects of the same overlord.
No longer will your subjects units get stuck!


Religion
  • Patriarch Authority no longer reduces tax income.
It all belongs to Mother Russia!. Sorry, I meant all orthodox nations..

  • Sanction Commercial Monopoly now costs 50 PI, instead of 100.
And we boost Catholics!

  • Defender of Faith now gives you +10 opinion of all with that religion.
Clearly this was our most important tweak in 1.18.

  • Theocracies, especially the Papal State, have an increased alliance acceptance penalty towards different religions now.
  • When you change religion as a Monastic order, Devotion is now decreased to the resulting Religious unity
These above are in the “this will improve immersion while improving the balance”-category.



Forts
  • If you are enter battle while in an enemy province with a fort, you will be treated as the attacker in battle and incur that province's terrain penalties.
Building forts is now a strategic decision. Where can you stop your enemies the best?

  • Penalty for not occupying forts in an area will no longer apply if the enemy does not control any forts in the area.
This will make it possible to sign a peace that you as a player likes far easier.


Misc
  • There is now an increase in efficiency of embargoes for a nation scaled by its Mercantilism up to +50%.
This is also another change that makes Mercantilism more powerful, while at the same time improving immersion.

  • Trade Companies is now open to all technology groups.
With the new technology changes, this just makes sense. However, you can not have trade-companies on the same continent as your capital.

  • All countries should now have access to at least one skill 2 advisor at start.
Just for you to have a choice!

  • You can no longer move capital to a continent that has less than a third of your total provinces, unless your capital is the last province you own on its continent.
There were a few exploits where you could swap continents back and forth a few times, that this solves.


Technology

We already talked about the changes to technology in a previous development diary, but here is a quick recap!

  • In 1444, all non-tribal nations start without tech penalties.
  • Primitive Status is now tied to starting techgroups.
  • Institutions will appear in certain provinces at key dates and spread from province to province.
  • Once 10% of your development has this Institution present, you can embrace that Institution for a monetary cost scaled on how much that institution has spread throughout your nation
  • If you have not embraced an Institution, you will have a tech penalty. This penalty grows by 1% each year up to a maximum of 50% penalty per non-embraced institution.
  • American Natives reforming their religion gain all the institutions from their advanced neighbour
  • Many existing ideas have been altered to give faster Institution spread and cheaper embracement costs.
  • Increasing development in provinces will also boost institution presence in that province

Culture

Cultures were also mentioned in a previous development diary, but here is a quick recap.
  • Cultures are now promoted manually, and any culture of at least 20 development can be promoted for 100 DIP.
  • All nations can promote 2 cultures in addition to their primary culture, and additional cultures can be promoted from ideas and Diplomatic technology
  • Old modifiers to Accepted culture Threshold now affect number of promoted cultures
  • Promoted cultures can be Demoted. This will give +5 unrest in all provinces of that culture

Older features getting a face-lift in 1.18


Hello everyone, and welcome to another development diary for Europa Universalis IV. This time we take a deep look at something different we’re doing for 1.18. This time we are adding and improving features to four different older expansions.


First our is a new feature for Mare Nostrum, called Create Trading City! Now the Merchant Republics that has a Trade League will be able to create a new one-province-minor out of one of their provinces. This new nation will become independent, but part of their Trade League, and they will never leave that Trade League on their own. A Trading City is created from the province view like Client States are. You can decide upon name, shield and color just like creating them.


An AI Trading City will not expand, and there can only be one Trading City in each Trade Node for a Trade League. The government form of a Trading City is a republic with +33% Caravan Power & +10% Trade Efficiency.



The second feature is for El Dorado, where we have improved the Nation Designer. In 1.18, if you own both Rights of Man and El Dorado, you will now be able to define which personalities your ruler and heir has from the start.



The third feature is for Common Sense where we replace a feature that was obsolete, the Pause Westernisation option. Instead, owners of Common Sense will be able to have a better control of their institution spread when they increase development in a province. Increasing a 30 development city by 1, gives +5 to Institution Progress of the oldest institution not present in the province. It scales to +10 at 60 development, and down to +0.5 in a 3 development rural backwater.



And our fourth feature mentioned today Random New World from Conquest of Paradise. In 1.18 we’re adding lots of new tiles, increasing the total by over 37%. There are some tiles that are big enough to be a double-continent, like this familiar and fun territory. This tile was created by community member [USER=720610]@Elzephor[/user] !



Of course, we’ve done quite a bit of bug-fixing, balancing and AI improvement to previous features. Next week, [SIZE=6]On TUESDAY[/size], we’ll talk about launcher and multiplayer improvements.

I have never reviewed a game prior to this, but can't help have a bit of a moan about Paradox.

Whilst I love this game and most of the genre, HOI, Crusader Kings and the EU series.The engine is much the same as previous versions of the game. I am not asking Paradox to to reinvent the wheel every time they release a new version, and whilst a real effort is made to improve the game at each iteration, not only do you have to pay full price for each game, despite owning previous ones, you are expected to buy the DLC just to make the game work the way it should have in the first place.

I checked today, during a sale where there is a 66% reduction in the cost of DLC, it would still cost me an additional £63.00 to get it all and I already have 23 DLC's, bringing what I have spent on the game to well over £140, that's insane. Without the sale it would have cost £189.00 what the **** Paradox. People complain about the likes of WOT or Stronghold Kingdoms being pay to play games, but at the very least they are honest.

Whilst I really enjoy this kind of strategy and Paradox are streets ahead in this type of game, I just can't recommend it because of the all the DLC that's required to make it complete.

Pros:
-you get to learn history
-you can play as any nation that existed in the period from 1444 to 1821
-you get eaten by France
-you get eaten by Ottomans
-you get eaten by any nation that is bigger than you if you have no allies
-10/10 would get eaten again because i ♥♥♥♥ up because of one minor decision
-if you don't ♥♥♥♥ up you can eat everyone else

As already said in a lot of quality reviews here, the economic model of the game is a joke. Did you bought the base game (40 €, not exactly cheap) or even better, the "Extreme edition" (4 DLCs for a mere 5 more euros (a great deal right ?)

Then ♥♥♥♥ you.

The base game is barren and quite limited and you need those 20 € DLCs to stay relevant against the broken logic of the game rules and the ability of the AI to well, be a broken AI relying on too many cheap bonuses to offer any challenge and nothing else.

And still, this would be nothing if the devs were not actually taking out mechanics with each patch, "enhance" them and then release the updated gameplay feature behind a paywall. (The patches only implement very basic things and are obviously just there to prepare way for the next DLC. Speaking of them, the devs are most of the time ignoring their fanbase and tend to actually reduce the possibility of metagaming instead of actually fixing things up (i.e. Fixing an exploit used to circumvent a broken mechanic but not fixing said mechanic, letting you, the player forced to face an obviousy unfair mechanic)

If this was 2014 I would fiercely recommend the game, but in-between, It went from awesome to baleful because of poor management, and of the devs ego and greedyness.

Extremely addicting, extremely fun, but with a hefty price.

While not on sale the game and all of the core DLC will currently run you 154.91 USD and much, much more if you decide to pick up all of the additional content packs.

That being said, I’m going to give you my opinion of the DLC system they’ve chosen for this game. If you want an opinion on just the game, you will not find that here, go read someone elses review for that, however, this is still an important read as the game is worthless without the DLC.

New Content: The game has grown significantly since it’s release, the game is much, much better and more complex than it was then. This is part of the reason that the game has been kept so alive as well, if you’re finally getting bored of the game, they drop new features on you and you feel like you’re playing through a whole new experience. Yet, there is a con to this, and that is when you're going for achievements, there's many that because of the changes to the game are much more difficult to unlock than they were before.

Free Content: Every DLC, free content in a patch is dropped alongside it. This one SHOULD be an argument for the DLC rather than against, but sadly it cannot be. While you are locked out of DLC features, the AI in your game is not, adding a disadvantage and annoyance to the game. On top of that, sometimes features are essentailly replaced with a new paid feature, meaing sometimes you are essentially locked out of the ability to do things that you could before.

Content Packs: This part is pretty BS, so when they drop a DLC instead of dropping the content packs as part of the DLC, they charge you separately at a pretty large price, now this isn’t as bull as the Total War franchise as this does not lock you out of playing as any countries and this stuff is a hundred percent aesthetic. Also, you can download mods to do the same exact thing as the content packs, replacing the look of troops, portraits or adding new music.

DLC In Multiplayer: This feature is great, when you are in a multiplayer game only the host has to own the DLC and then everyone playing in that lobby has access to it. This means that if you have any friends with all the DLC and plan to play with them, you only need to purchase the base game and that’s it.

Still Getting A Bang For Your Buck: As you’ll see looking through these reviews, lots of people have hundreds or thousands of hours in the game, so even after spending 154.91 USD you still come out positive in a dollar per hour system.

Constantly On Sale: The base game and dlc all go on sale very often, so I’d recommend picking them up then, you can easily cut that 154.91 USD into about 50 USD, however, this still does not excuse the game, as when a new DLC drops you have to wait months if you want to pick it up at a discounted price.

I highly recommend this game, especially if you have friends who are into it. The DLC model is BS, but not enough for me to NOT recommend this game, it does not ruin the game like Total War’s DLC does.

EU4 is madness, but its also amazingly deep and rewarding... that moment when you finally win the decisive battle of a 15 year long war against the French and Spaniards and send that peace deal to finally take back those provences youve coveted for 200 years is just... pure bliss. Of course when starting out youll find yourself getting violently curbstomped by France 98% of the time, but its still fun. Great game 10/10.

In the end greed poisons every great idea.

Historical and strategies games have always been my one of my favourite. Back in the day i had a deep love for the Total War franchise, Rome fascinated me with it's real time battles but Medieval II perfected everything and had and will be my all time favourite Total War games. But with the total war series i always had one problem. These games had great strength in real time battles and city managment, but they lacked the deep political, economy and diplomacy elements that even the best mods can not give you. It was not a real problem until Rome II. I thought they would improve the gameplay the AI and add new features. But alas i was so naive, with a broken launch, overpriced DLCs where you have to pay to see blood and gore in a game about real time controllable battles I realized they don't care. My dream of playing a game which is historacly accurate, where i can wage wars or i can conquer lands not through blood but by royal marragies and diplomatic skill. Where i can have a parliament or a national assembly, goverments that can be republic or monarhic and I can colonise and conquer the new world. But then I have found Europa Universalis IV...

EU IV is a unique concept... and it's only that, well unless you buy all the DlC for a hundred euros then it becomes what it was meant to be. This game is frustrating to me, everything I wanted from Total War is in this game, but the execution and the lost potential makes this worse. Well I can't even say that it's execution is flawed because after you buy all the DLCs it becomes what i wanted in a game, but the Vanilla's worst mistake is that it feels hollow. I can not belive that these DLCs were not cut out of the game, i just can't. It just seems so strange, it baffles me how basic things are left out like how your king has certain traits or your generals. You can not abduct, so if you have a ♥♥♥♥♥♥♥♥ king you just have to live with it for seventy years, I mean in history abductions never happened and they didn't staged coups against idiots, right? No tech stealing, No imitation against smaller states, no assasinations, sabotages that only work when they use it against you and many more. The design choices are confusing the games starts at 1444 and ends at 1821. While they could have streched it out more it was fine, but what was not is you can become a constitutional monarchy when you resarched a tech. By becoming a constitutional monarchy a new panel will appare, The Parliament. Where you can have debets which give you stuff and modifiers, so basically you get a new gameplay feature, which is awesome but when you get it you your at the end of the game. Missing content and faulty design choices while not make it the worst it certainly won't make it feel fresh and new. Also let's not mention the diffiuclty that is just basically about not being chellanging but making everything turn against you have teh worst event and kings... OR the ♥♥♥♥♥♥ AI. Making your ally insanely stupid won't make the game hard... does this needs to be said over and over? I remember when sweden medium power starts a colonial war against England, a war which it did not prepared, does not have a proper navy (essential for transporting troops), the ♥♥♥♥♥♥♥ did not even stationed any soldiers in his colony (they had both colonised the Phillipine Islands, where i had only ONE colony, with a stationed army) so i had to accept because as the Commonwealth i needed sweden against the russians, so instantly i have been ♥♥♥♥♥ with my colonise by the britons while sweden does nothing gets crushed by hannover.... oh wow what a challange, it really is, being an ally to a mentally handicaped where they drag you in to there wars to clean up the dirt with you and they don't give anything for that (unless you buy the cossaks DLC just for 1 000 000 $).

The more i looked at the dlcs and the game, the more i seen a resembalance in Total War decadence. Begining with the ♥♥♥♥♥♥ AI suicidal allies and OP rivals through the cut out content. But it should not suprise me... after all this busniess practice is not uncommonl. So naive I was thinking these kind of games were above that... It seems they are not.

I would be lying if i said i did not enjoyed it and had fun, but these issuies and the cut content sold dlc, the holllownes just makes me want to say that it's below avarage even if it's not.

Wow what a time to be alive, you have to buy a base game and after that paying thousands you can piece the game together and enjoy it. ♥♥♥♥ing great...

Created an (christian) Ethiopian Empire in the horn of africa within 150 years, got swiftly destroyed by the turks, persia, and kilwa within 2. 10/10 would spend hours building myself up to fail again.

Europa Universalis Has quite the learning curve, but after 50 hours of play you should throughly enjoy the game if you are at all interested in grand strategy,(you thought total war was good? check this game out.) and the late medival era all the way to 1812. It has many scripted events early in the game to give you the real historical feeling which stretches all the way into the late game. Although sometimes Ahistorical events happen as well as some historical events not happening on occasion which I really like because it makes every playthrough different. sometimes I start a game and I see austria fall under a union with france and other similar events happening which always make a new game interesting. Especially later in the game when it starts to really deviate from history. I feel that this game is fair in that the large nations are extremely powerful and can sometimes cause havoc throughout the world like the ottomans and france can so often do, but it is always possible no matter your size if you play smart enough to get the right alliances use the right tactics and take the right idea groups to fight back against these powers and see your little one provence minor in germany cover half of europe by 1812. All in all this is a great game with a medium-small learning curve to become decent at the game, but has tons of room for improvement untill you become truely great at the game.

I will also like to note that with the new DLC soon coming out that looks amazing and I love the fact that paradox keeps this game alive by constantly pushing out updates and DLC. Now I understand that people are upset with having to buy so much DLC, but the DLC they put out truely adds much more to the game, and its not like the BS DLC you see in other games where they release the game and have DLC at the beginning for "extra" stuff that was already developed before the release. The DLC they make in this game is new stuff, new ideas as this game is a living game and is constantly having more and more add ons and that is one thing I really love about this game, and why I have the most hours on this game than any other game.

Oh and the hundreds of mods that give so much more shelf life to the game.

I have had many hours of fun playing this somewhat complicated, yet addicting game for the past few years. I'm sad to see, however, that I have finally reached the end of the game: 1821. It was a good run while it lasted.
