Development Diary - 30th of June 2016



The skies are blue, the sun is shining and Sweden is very nearly shut down for Summer. I'm not kidding, this whole country just turns off in July like you pulled out its batteries. None the less, before the great productivity purge we're here for one more development diary for Europa Universalis IV.

A fair few forumites were clairvoyant enough to predict this after we added Ruler Personalities. Indeed, as part of the upcoming expansion we will have Leader Traits



At the conclusion of any battle the leader involved has a chance to gain a trait. This trait will, unlike Ruler Personalities, always be a bonus. Current chance of gaining a trait is set to 2% multiplied by the Army Tradition gain from a battle (this, like most numbers during development, is subject to balance changes) which can be set in the defines.

Leaders are limited to one trait each and that trait will affect all units under their command. In battle, the trait of the commanding general (the one whose shock/fire pips are used) will affect all units on their side.

Some of the traits:
Goal Orientated:+10% Movement Speed
Hardy Warrior: -20% Attrition
Siege Specialist: +15% Siege Ability
Born to the Saddle: +50% Cavalry Flanking Range



Of course, Admirals can gain traits too. Same rules as generals except the chance is based on naval tradition from battles.

Buccaneer: +25% Privateering Efficiency
Prize hunter: +5% chance of capturing enemy ships
Ironside: +5% Ship Durability
Extortioner: + 15% Light Ship Trade Power



There are 22 traits in total, many with combat modifiers which have been added to the game for use in modding (and in National Idea changes which we will show later). It's worth noting that Heirs, Monarchs, Conquistadors and Explorers can also gain traits from combat.

Leader Traits are a paid feature in the upcoming [name removed] expansion. There are many more features and changes to come but you're going to have to hold out for 5 weeks on more news since as I mentioned, this country is going to shut down for a month. I'll be back with the next dev diary in the first week of August.

Hello and welcome to today's development diary for Europa Universalis IV. It's actually a well earned(?) day off for me but I'm doing a once unthinkable thing and working a bit from home. Last week I said we would take a look at a very influential dynasty of the time period. Sorry to disappoint all the Velikopermsky and Dandani fans out there, but I had the Osmanoglus on my mind.

It would be an understatement to say that the Ottomans gave the world a good shaking in this time period. Furthermore, they are one of the more commonly played nations in EUIV. We wanted to give them a little something to bring out their unique flavour since it was always a shame that they are a run-of-the-mill Sultanate. It has also been pointed out on numerous occasions the oddity of a situation where you have the Ottoman nation..without an Osmanoglu at the helm.

So to that end, in the still-unnamed upcoming expansion we have added a unique government type for them: The Ottoman Sultanate.

The Ottoman Sultanate does not generate heirs like normal monarchies do. The ruler of the Ottoman Sultanate will have their own Harem to ensure the dynasty lives on. At the age of 30, your ruler will select one of his sons to be the heir to the throne. They will, of course, be of your dynasty



So an Ottoman Sultanate shall always be blessed by the strong line of Osmanoglus. That is to say unless the Sultan dies without an heir. In that case, they'll still end up with an Osmanoglu. "Blessed" can be a relative term here.



There are a couple dozen events accompanying this unique government type to simulate the power struggle and intrigue of such a succession system and should add a couple of fangs to that already formidable Ottomans.

While this is unique to the Ottomans, any modders out there can easily allow this for other government types with the has_harem = yes line.

I feel like we're on a roll when it comes to governments and rulers so here's another thing for today's Development Diary. Abdication.

Yes, it has long been a requested feature in Europa Universalis. When Enrique or his low-stat kind just refuses to die you can abdicate and let your next in line take over. This requires you to have an of-age heir and to have either ruled for 25 years or be 60+ years old. It will come with a considerable hit to your legitimacy/unity and prestige but I think we've all had times where we wanted our monarch to Die Please Die.




Ottoman Sultanate and Abdication are both paid features in the upcoming expansion which we have magically managed to keep unleaked name-wise.

I've been mentioning a lot of paid features lately but it's good to remind ourselves that with all the paid expansions come free bugfixes and features from the accompanying patch. A small change that will be coming up in 1.18 that I want to share is to do with succession wars. I'm not to happy with how right now, they have two conclusions: Either the new overlord keeps their union or the nation fighting them over it take leadership over the union for themselves. Now, we will add a peace option which simply breaks the union for all parties involved.



Simple, sensible, and added free in 1.18 for those times where you just want to keep the status quo. Warscore cost scales with the junior partner's size.

Happy midsummer everyone, I'm off to....oh, right, I need to tease upcoming Diaries. Hrmm~ Well, we've touched a lot on rulers but would you believe it, we're not quite done with the changes in the throne room. We'll come to that in the future. You're in luck today, this review is for the actual game rather than yet another rant about Paradox's DLC policy (which I could care less about, frankly). I haven't tried multi-player yet, so this only covers my single player experience.

The concept of EUIV really appeals to me, and, on paper at least, this should have been a no brainer "like" for me, especially because I enjoy other similar Paradox titles (CKII & Stellaris, for example). However, ultimately I found EUIV mostly to be an exercise in masochism. I think a forum reviewer once summed it up perfectly as "this is a game that loves to hate you" <grin>.

My impressions were not due to lack of strategy game experience nor lack of understanding of EUIV's game mechanics; I don't shy away from complex games, and in EUIV I did indeed have a few "successful" campaigns. But during the campaigns I played, I just felt that the AI was layering on too many negative random events, like a neverending quagmire of artifical roadblocks put in place. Yes, some of that would be fine and would add some interest, but I felt that it was layered on a bit too thick, to the point that gameplay became somewhat tedious at points.

There are fun aspects to the game and I can see why EUIV appeals to a lot of folks, and of course this review only reflects my personal opinion and taste. I certainly would not say EUIV is a bad game at all -- it is not -- but it was also not a game I enjoyed that much, nor would recommend in most cases. For my money, I have found both CKII and Stellaris a lot more engaging and enjoyable.

Love this game. Map is beautiful and there is a great deal of depth. The only thing I wish is that there was more flavor for the rulers. I want more than three stats. I want a picture or something. I don't know why it bothers me... I think CK2 has made me want MORE. But honestly this a game is a historical masterpiece.

Despite every new patch destroying EUIV even further... there are a number of abnormalities related to nation strengths and weaknesses.. especially in later versions.

Ottomans as a start, are highly underpowered, especially post 1600's era.

Any army, especially European can wipe out an Ottoman army 10x their size just because they are "not Ottoman" ... I'm sure that's how the game is programmed. Evidence to back up my theory is paradox developer's backgrounds.. all from russian/east european nationalities who until today, are ♥♥♥♥♥♥ at how Ottomans ♥♥♥♥♥ their ancestors so they decide to fantasize about revenge by underpowering such a glorious empire in a video game. Every point leads to this theory being true.

Try yourself now a game with Ottomans.. from 1500-1520 circa will be beautiful moments when your armies are strong.. then comes a major gap in terms of strength. Then notice how after 1600's, your armies start with less than 50% morale, even if you are world's leading military technology, and better discipline... and not only that.. put 50k of your army on a mountain and watch how 40k enemy will wipe you in less than 0.5 seconds (spain/france/austria in my case).


Even worse, naval combat is super fabricated by those commie developers... Ottomans start with less than 50% morale.. and even if you have 150 ships vs 50 of european ships.. you will lose.. only way to win as Ottomans is to have minimum 400% the size of any enemy force you're about to encounter.. that's how I win my Ottoman battles.. despite all obstacles placed by the communist developers.. we will still overcome and enjoy an Ottoman game and even more, enjoy ♥♥♥♥♥♥ and conquering everything East of Vienna and Georgia.


And what is up with the stupid soundtracks on Cossacks DLC?!
Some poor unfamed talent couldn't find any luck so he was spotted by paradox...


I would recommend you get this game at Steam sale seasons.. and don't buy anything above Common Sense (Cossacks & Mare Nostrum) unless they have 75% discount. I haven't found them on sale yet so I'm still waiting for commies to do that. Bare in mind anything after patch 1.13 has harder expansion; especially all games after patch 1.15.

I would without a doubt recommend this game, however I feel as if the DLC's are EXTREMELY overpriced and they do not add enough substance to be reasonably worth the money. The gameplay is very good, the AI isn't ♥♥♥♥, and it is not as hard to run as most Paradox games, if you have the right graphics quality, that is. It not only offers an intriguing idea of the world in the 1400s, but the timeline reachs lengths of nearly 400 years ingame. Colinization would probably be one of the games strong suits. You can be a small Russian state, form the mighty motherland, and expand into the Siberian wasteland; or you can be the Kingdom of Castile, unite the Iberian Penisula, and explore the unknown, destroying enemies with the ease of your infinite fleet. You are not only limited to Europe however, you can chose the tribes of the Americas and Africa, the wise people of Asia, or even the powerful nations of the Middle East. At times the game can get quite intense and you might find yourself being extremely ♥♥♥♥♥♥ that the Ottomans nearly annexed your ♥♥♥♥, but besides that this game is extremely versatile and you might just find yourself for hours on end.

I am writing this review because I believe that this game no longer deserves to have a positive overall rating.

I do not mind spending money to increase my enjoyment of a game through DLC. However, Europa Universalis 4's last three major DLC's have been terrible. Normally the solution to this would simply be not to buy them, but DLC's are accompanied by free patches that implement some of the changes. This makes the game unbalanced and much less enjoyable than before. Even a few positive reviews on this page strongly recommend reverting to an older patch. If you are still thinking of buying this game, I suggest reading some reviews for the “Common Sense”, “The Cossacks” and “Mare Nostrum” DLC's. The reviews for those DLC's illustrate the current state of this game.

Like many other people, I used to enjoy this game and have now written a negative review about it. I would estimate that close to 90% of my game time came before the release of the DLC mentioned above. I hope that Paradox addresses the issues caused by recent DLC before making some more. This would make a game on which many people spent around 150$ or even more worth playing again.

I really like this game. It gives you a lot of oppertunities to play through the history of the world and the alter it to your own bidding. though it is hard to learn it certainly is worth the money as you go through the steam workshop to enhance your game even more so you can try small nations or big nations who you could never play to begin with

Love Paradox, love 4x games. Lots of negative reviews which put me off buying this at first but purchased on deal along with Art of War expansion...

Completed the tutorials followed by ENGLAND on ironman mode, started war with Scotts, shafted down south by the french, no cash and I didn't last long after that.
Started again, war with Irish. Lollards kicked off and ended up broke...

Decided to check out a few forums for a few new-starter tips and tried again but NOT on ironman.
A few angry stares from the missus and I quickly realised I'd not moved an inch in the 9 hours I'd been playing... Cost me a few days in the doghouse but I did mnage to create western and eastern Ireland states, Lollards dealt with, defeated Richard the Tird in the War of the Roses, have a little cash coming in now and tech steadily developing.

...I've only just scratched the surface on this beast of a game but so far it plays fine to me, but then I've come into this fresh at v1.17.1.0 (6704).

I can see a lot of sleepless nights in the future.

I'm frustrated that I bought a game that requires a large portion of the DLC to fully enjoy. DLC should add new and separate content to a game, not put in things that should've been in the full game. I am able to enjoy without the numurous expansions and dlc, but it isn't an experience worth 40$, unless you really, REALLY love strategy games, in which you will probably buy all 200$ of dlc anyways.

tl;dr: Every two months a free patch is going to come out that will break your game if you don't buy another 17-21$ DLC

I'd LOVE to give this game a positive score.
But once common sense came out the development team added new "features" that pretty much made the game unplayable unless you shell out more money for the dlc to unlock essential features.


All the dlc that adds features (Did I say add? I mean unlock, all the dlc buttons are in the base game, just greyed out) add up to a staggering 95$ (Canadian).
Don't get me wrong, some of these dlc are actually good, Conquest of Paradise, Art of war, and El dorado for example, as they only locked out non-essential features(mostly)


But almost everything since Common Sense is litteral cancer.

I did not buy this game as it was just released, but far later. For a reasonable price i could get EU4 with the following DLCs: Women in History, Wealth of Nations, Res Puplica, Conquest of paradise, Art of war. These DLCs makes a game with a lot of strategic options, and a fun gameplay when you play the game in version 1.11.4. Thanks to steams "Beta" tab in the properties of the game it is possible to play this version and disregard everything Paradox has made since. In ironman mode in the game it is still possible to get the achivements that existed at the time 1.11.4 was released.

By reverting the game to the old version i have played many hours and never needed to rush to finish the games i was playing. It has been fun, and slightly educational. If you play this game, you will learn something about history in the period 1444-1821, and you will learn a lot of geography while having fun.

And this game is fun for anyone who can appreciate the management of a nation. The strategic choises you make regarding allies, expansion, religion, technology and the tactical deployment of your armies have such huge impact on your game, that you get to understand the importance of almost every desicion you make.

For me, i quikly startet playing in Ironman mode. This means that the game saves often, and you cannot revert any decisions you make. You have to live with the consequences of your actions. This has given a lot of retrys, but when you start a game, hunting an achivement, and you succeed, the feeling is simply great. Especially if it was a hard one.

I have found this game very fun and very rewarding, and i like the ironmode idear: Bear the consequences of your actions. And this applies to the consequences you couldn't have predicted as well :) It is a usefull lesson thats apllicable to real life as well.

This is one of those games that you just can't stop playing once you get into it. Fair warning, there is a decent learning curve for beginners (one of my friends never put the time in to learn how to play because it was a bit overwhelming at first glance). Once you get the hang of the basic gameplay you will most likely learn to love the game. I especially recommend this game to those who love history as this game is all about historical events and it gives you the ability to rewrite history according to your will. One of the best parts about the game is how every single playthrough is different. The A.I., for all the hate it gets, does seem to do a good job in my opinion of being unpredictable. It's pretty much impossible for two playthroughs to be exactly the same based on the scope of the game (how many countries there are) and the adaptiveness of the A.I. Something that I think goes overlooked when discussing this game is the sheer amount of options the player gets when playing. For example, when starting a game, you get to choose any counrty that you want! It seems like a small thing, but how many games really give you that sort of option. Usually I feel like games restrict the creativity of the player, but EU4 really allows the player to do basically whatever they want. To top it all off, the modding community is great and even though it's been out for years now, they are still updating the game and you can easily find a multiplayer game to join if you want. Overall, one of my top 5 games of all time! I can't recommend EU4 enough.

Let me start off by saying I love the ♥♥♥♥ out of this game. The amount of time me and other players have spent playing this game is a testament to how great it is, with many players that I have played multiplayer with currently sitting on 2-3k hours.

In the beggining major patches were very spaced apart, but they were rich in fun and meaningful content, and so was all the DLC. However as Europa progressed Paradox has started releasing patches and DLC with a much higher frequency but a much lower quality. New major game mechanics are added in what feels like a monthly basis, which would be great if they weren't absolute garbage.

I mean let's be honest, everyone hates the States/Territories system, the Sailor system is nearly arbitrary, the new intrigue system is alright but changing it had no real effect on the game, nobody knows what Revanchism is, and the list goes on an on. If they kept releasing amazing DLC like the Art of War I would bend over with my credit card in between my cheeks, but unfortunately thats not the case.

At this point I think Paradox has given up on the game, and is flooding the market with DLC to make as much profit as possible. The patches clearly lack effort and desire to please those who still enjoy this game, and it makes me sad to leave a negative review on something thats kept me entertained for as long as this has.

This is a negative review, because I hate what Europa has become, however it used to be a great game. I can only currently enjoy it by playing multiplayer, which makes some of the patches bearable because the competition is inherently fun, or by rolling back to an older version of the game.

If Grand Strategy is your cup of tea, then I would storngly suggest waiting untill this is on sale, then buying it alongside some of the major DLC, and rolling back to around patch 1.14 or so. But I cannot reccomend buying this game at full price, or playing on patch 1.17 .

Despite recent attempts by Paradox to squeeze as much money as possible out of their fans, I still can't help but recommend the game. It's just too great to be bogged down by a terrible DLC policy. If you aren't willing to drop $100 on a game (which is totally understandable), I would wait for a big sale where the game + all DLC will probably be around $50, which I believe to be a fair price.
