Its easy to use, and i would recommend it for everyone who wants to try to develop small or big 2D games. But it takes time to get a really good result.
Its a great piece of software, that is perfect for a beginner, and even good if you already know how to code, since it reduces development time really much.
Please note, that everyone noting that C2 on Steam is instable - It's the same product & code, except how it handles to check if you bought it. It's definetely not instable, it was, but not only on Steam, and it got fixed in the meantime.
C2 also features auto-backup, Official Multiplayer (WebRTC | WiP) & there is more to come, since it's a very good maintained product by scirra. There are almost weekly updates, with fixes, improvements & additions.
If you would like to use the Steamworks API, you can't directly use it, since its written in C++ and C2 is a HTML5 Game engine. But if you have no problem with that, go ahead and buy this product, its great. (It gets reduced by 50% in Winter/Summer Sales, some times.)
And the time displayed on top of the review, is not the actual time, its only what i used in the free edition. Actual time 325+ hours (And counting).

[REVIEW UPDATE]: March 2014 - Please reread and vote accordingly.

While I do recommend Construct 2 to make games more than any other engine (for beginners, that is), I cannot stress enough that you get the normal no Steam version from the site.

Construct 2 (no Steam) usability is way better than GameMaker, since the installation is Portable, allowing you to run several copies at once! Great for shared projects and comparing Events side to side (personally I find it more useful to have every project in its own window, not all inside one.

As a commenter mentioned, Construct 2 Steam was quite unstable, but it seems that it's better now. So choice might be harder nowadays. I still prefer normal version because of the portability.

As I said, I recommend Construct 2, but you're way better off getting it from the Scirra.com site.

Construct 2 is amazing. I've been using it since 2009 and the first public alphas, and it grew SO much since then. It's really really simple for those just getting into programming, but can also be really powerfull if you know what you're doing.

This is the next thing for game creation. It really does as advertised and you can program the games with no coding knowledge at all. But its also powerful tool than can create almost any game you think of. Not to mention that its ease in to coding using visual scripting can be great practice for actual programming. Last but not least its excellent tool for experienced programmers and game designers as simple, quick prototyping tool. For example I made remake of Atari Combat in 40 minutes.

The engine was given lot of flack for performance. Because its creators insist on HTML5.
But I call it limited thinking. HTML5 is growing rapidly. And soon it C2 will be prised for its forward thinking.

Very easy to use and learn to create great games in HTML 5 for almost any device and platform. It's like Kodu or Project Spark, it uses a "When" > "Do" structure for coding. No need to learn a new programming language.
